SB 1087: RELATING TO TAXATION.

Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services. Ensures that the subject property is in compliance with applicable land use laws. Sunsets on 12/31/2022.

HB 1112: RELATING TO TEMPORARY DISABILITY INSURANCE.

Permits filing of an appeal of a decision related to temporary disability insurance at any DLIR office. Authorizes service of notice of hearing of an appeal through various media. HB 767: RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN CLINICAL PSYCHOLOGISTS.

Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2021. (HB767 HD1)

SB 1069: RELATING TO PROCUREMENT.

Requires public procurement construction bids to list subcontractors and joint contractors only for contracts of an unspecified dollar amount or more; provided that bids lacking this list may be accepted if in the State's best interest and subcontractor and joint contractor work is an unspecified per cent or less of the total bid amount. Effective July 1, 2050. (SD1)

HB 290: RELATING TO ETHICS.

Clarifies the powers and duties of the State Ethics Commission; increases fines for ethics violations. Restores protection for legislators when carrying out a legislative function. Clarifies what is an expenditure for lobbyists and what is considered lobbying. Amends requirements for filing statements of expenditures. (HB290 HD1)

SB 1215: RELATING TO HOUSING.

Appropriates funds to DHS for the housing first program and the rapid re-housing program to assist chronically homeless individuals and individuals who require financial assistance to avoid homelessness. Appropriates funds to the Hawaii Public Housing Authority for the state rent supplement program to assist homeless individuals or families and those at imminent risk of homelessness.

SB 1155: RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services provided by a collaborative care team consisting of a primary care provider, a behavioral health care manager who is present in the primary care provider's office, and a psychiatric consultant whose services may be delivered through telehealth.
