SB 1304: RELATING TO NATIVE HAWAIIANS.

Establishes the Native Hawaiian health advisory council in the office of health equity to provide guidance to the governor and legislature on issues that impact Native Hawaiians and their communities. Requires the council to establish, update, and maintain a directory or registry of Native Hawaiian professionals and leaders for governor-appointed positions. (SD1)

SB 983: RELATING TO WORKERS' COMPENSATION PRESCRIPTION DRUGS.

Requires an opioid therapy informed consent process agreement to be executed between an injured employee and a physician who prescribes opioids within the State under certain conditions. Requires the harm reduction services branch of the department of health to develop and make available a template of an opioid therapy informed consent process agreement between injured employees and physicians for use in the State and advise the department of labor and industrial relations on the contents of the agreement. Limits prescriptions for compounded prescription drugs to a 30-day supply and reimbursements for compounded prescription drugs to an unspecified amount in a thirty-day period. Limits reimbursements for any schedule II drug under chapter 329, Uniform Controlled Substances Act, Hawaii Revised Statutes, dispensed by a physician to reimbursement for an initial, seven-day supply upon the first visit. Effective 7/1/2050. (SD1)

SB 1034: RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be open to the public for purposes of permitted interactions.

SB 190: RELATING TO THE CONTROLLED SUBSTANCES ACT.

Amends Hawaii's controlled substances act to mirror federal regulations, which permit qualified practitioners to administer, dispense, and prescribe any schedule II, III, IV, or V narcotic drug approved by the Food and Drug Administration for use as a medically-managed withdrawal treatment, otherwise known as a detoxification treatment, or maintenance treatment; provided the practitioner complies with federal and state requirements. Allows physicians under certain circumstances to administer narcotic drugs to relieve acute withdrawal symptoms for not more than three days and to treat a person as an incidental adjunct to medical or surgical treatment. SB 1012: RELATING TO TRANSPORTATION.

Increases the state fuel taxes on diesel oil, gasoline, and other aviation fuel. Increases state fuel taxes on liquid fuel and alternative fuels sold in the city and county of Honolulu, county of Hawaii, county of Maui, and county of Kauai. Increases annual motor vehicle registration fees. Increases the amount of deposit into the state highway fund from annual motor vehicle registration fees. Increases annual state vehicle weight tax levied by the counties. (SD1)

SB 1119: RELATING TO ASSAULT.

Establishes that an offense is assault in the second degree if a person intentionally or knowingly causes bodily injury to a health care or human services professional. Defines health care or human services professional. Effective 7/1/2050. (SD1)
