HB 1582: PROPOSING AN AMENDMENT TO ARTICLE I, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII TO INCLUDE ACCESS TO CLEAN DRINKING WATER, EDUCATION AND HEALTH CARE AMONG THE INHERENT AND INALIENABLE RIGHTS OF INDIVIDUALS.

Proposes a constitutional amendment to ensure access to clean drinking water, meaningful health care, and a quality education are among the inherent and inalienable rights of individuals. (HB1582 HD1)

HB 648: RELATING TO CONDOMINIUMS.

Clarifies that the removal or replacement of a director elected by a class of unit owners shall be by a majority of only the members of that class. Specifies that for an election in a mixed-use condominium project where directors are elected by different classes of owners, an association may cast a vote or votes allocated to any nonresidential unit owned by the association where those eligible to vote in the election are limited to owners of one or more nonresidential units, including the nonresidential unit owned by the association.

SB 671: RELATING TO LANDS CONTROLLED BY THE STATE.

Authorizes the department of land and natural resources and the Hawaii community development authority to negotiate and execute ninety-nine year leases on the department's and authority's lands located within one mile of the city and county of Honolulu's planned rail transit stations, provided that all housing in the mixed-use development for the lands to be leased is reserved for residents and families earning up to sixty per cent of the area median income. Effective 3/15/2050. Sunsets on 6/30/2050. (SD1)

SB 127: RELATING TO DISCRIMINATION.

Prohibits discrimination based on lawful source of income in rental transactions, including advertisements for available rental dwelling units. Effective 07/01/2050. (SD1)

HB 398: RELATING TO TAXATION.

Requires retailers or vendors that are not located in the State and not required to pay or collect general excise or use tax for sales to send certain information to purchasers in the State. Requires retailers or vendors to submit an annual report to the department of taxation. Exempts retailers or vendors who voluntarily collect and pay use tax to the department of taxation to be exempt from this requirement. Prohibits the department of taxation from assessing fines, charging interest, or penalizing in any way an individual who receives notification and does not pay the use tax. Amends the definition of business under Hawaii's general excise tax law. (HB398 HD2)

HB 119: RELATING TO MARINE RESOURCES.
