HB 1039: RELATING TO FUNDING FOR CREATIVE MEDIA AND FILM DEVELOPMENT.

Expands funding sources to support creative industries development within the Department of Business, Economic Development, and Tourism; changes the Hawaii Television and Film Development Special Fund to the Creative Media and Film Infrastructure Special Fund; repeals various programs supported by Special Fund and the Hawaii Television and Film Development Board. SB 208: RELATING TO UNCLAIMED LIFE INSURANCE BENEFITS.

Adopts the National Conference of Insurance Legislators' Model Unclaimed Life Insurance Benefits Act, which requires life insurers to conduct database searches using the federal Social Security Administration's death master file or similar database to determine whether an insured has died. Requires life insurers to use good faith efforts to locate any beneficiaries to a policy, contract, or retained asset account. Authorizes the insurance commissioner to use discretion to limit, exempt, or phase-in compliance with requirements under certain circumstances. Effective January 1, 2018. (SD1)

HB 1524: RELATING TO REAL ESTATE.

Requires principal brokers to ensure associated real estate licensees are responsive to association-related requests from owners and Real Estate Commission-generated information is distributed to an association, board, or unit owner within ten days after receiving a request for information. HB 1495: RELATING TO REMOTE SALES OF CIGARETTES AND TOBACCO PRODUCTS.

Prohibits the remote sale and distribution of cigarettes and tobacco products, including electronic smoking devices, to any person in the State other than a licensed wholesaler or dealer or a permit-holding tobacco product retailer. Makes violation of the prohibition a class C felony. (HB1495 HD1)

HB 317: RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

HB 1335: RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program. (HB1335 HD1)

HB 668: RELATING TO SEXUAL ASSAULT.

Provides certain rights to sexual assault survivors with regards to the testing of sexual assault evidence collection kits. Requires the Attorney General to provide the Legislature with an initial report prior to the 2018 Regular Session on law enforcement's progress to implement the guidelines for mandatory testing requirements. Thereafter, AG to provide the Legislature with annual reports of statistical data pertaining to the testing. (HB668 HD1)
