SB 595: RELATING TO ENERGY EFFICIENCY.

Prohibits keeping open any exterior door or window in a commercial building while an air conditioner or central cooling system is operating to cool the air surrounding the area adjacent to the open door or window after 1/1/2019. Requires the state building code council to adopt applicable codes and standards for retrofitting existing commercial buildings and designing new commercial constructions to be compliant.

HB 718: RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Establishes an infrastructure program within the Hawaii housing finance and development corporation to make grants and provide assistance to counties for infrastructure projects on public land. Requires the executive director of the corporation to adopt rules pertaining to the application for and approval of grants.

HB 730: RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Requires counties that regulate public passenger vehicle services to establish standards to protect passenger safety. Requires operators of public passenger vehicle services to provide a full set of electronic fingerprints and submit to a criminal history record check.

Reinstate the president of the university as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under chapter 464, Hawaii Revised Statutes.

HB 515: PROPOSING AN AMENDMENT TO ARTICLE IV, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO ADDRESS THE SELECTION OF MEMBERS OF THE REAPPORTIONMENT COMMISSION.

Ensures participation of all political parties on the Reapportionment Commission by providing that if there are no members belonging to the minority party or parties in a house of the legislature, the members belonging to the same minority party or parties in the other house of the legislature shall nominate persons to serve on the Commission.
