Prohibits fundraisers and the solicitation of contributions during the regular legislative session, and directs fines assessed for violations of this prohibition to the Hawaii election campaign fund.

HB 236: RELATING TO SIDEWALKS.

Establishes and appropriates funds for a Safe School Sidewalks Program that requires each county to maintain, repair, and construct sidewalks in school zones and other areas of significant school-related pedestrian traffic. Requires each county to annually report on the status of the program.

SB 295: RELATING TO GOVERNMENT RECORDS.

Clarifies that a deliberative process privilege is consistent with the legislative intent of the uniform information practices act. Specifies that the confidential disclosure exception includes intra- and inter-agency memoranda and correspondence that qualify for the deliberative process privilege.

SB 119: RELATING TO ELECTIONS.

Requires an elector to vote for the candidates whose names appeared on the presidential general election ballot and who are of the political party or group they represent and invalidates an elector's vote for failure to vote accordingly. Requires an alternate to vote in place of the original elector if the original elector fails to vote for the proper candidate.

SB 123: RELATING TO HOUSING.

Appropriates funds into and out of the rental housing revolving fund for the purposes for which the fund was established, such as providing loans or grants for the development, pre-development, construction, acquisition, preservation, and substantial rehabilitation of rental housing units.

HB 231: RELATING TO TAXATION.

Increases the state tax credit for renters earning less than $60,000 per year and links future increases to the Consumer Price Index. Makes Hawaii's earned income tax credit refundable. Increases the state food/excise tax credit by specified amounts and links future increases to the Consumer Price Index. Minimizes the adverse budgetary effect of increasing tax credits for working families by raising income taxes for high-income taxpayers.

HB 519: RELATING TO POST-SECONDARY EDUCATION.

Grants tuition waivers to University of Hawaii community college students who meet certain criteria. Initiates the waiver program as a pilot program in counties with populations of less than 100,000.
