SB 297: RELATING TO DIGITAL MEDIA.

Defines digital media account. Prohibits contracts that prohibit, limit, or restrict the transfer of a digital media account upon the account holder's death, and provides for the transfer of a decedent's digital media account to a devisee or heir.

HB 545: RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to quitclaim ownership of roads in favor of counties.

HB 306: RELATING TO COUNTY LAND USE REQUIREMENTS.

Requires public notice of sale of agricultural property in a planned community association within 90 days of subdivision and sale. Prohibits any residential use for any period of structures on agricultural and preservation land. Allows for county enforcement of state and county requirements on subdivided agricultural land based on community reports of suspected violations. Permits consideration of infrastructure and environmental impacts on applications for condominium projects on agricultural land. Applies to counties with a population of at least 750,000.

SB 174: RELATING TO TAXATION.

Provides to a taxpayer who hires an elderly individual a nonrefundable tax credit for the six-month period after the individual is initially hired by the taxpayer.

HB 202: RELATING TO RENEWABLE ENERGY.

Replaces the current renewable energy technology systems tax credit with tax credits for solar or wind energy systems and energy storage systems. Applies to taxable years beginning after 12/31/2018.

SB 211: RELATING TO HIGHWAYS.

Exempts changes and improvements to existing portions of the Waianae coast emergency access road within the Waianae district of Oahu from environmental assessment requirements under chapter 343, Hawaii Revised Statutes.

SB 181: RELATING TO DISMISSAL OF CRIMINAL CASES.

Requires that trial commence within 6 months in all criminal cases, pursuant to rule 48(b), (c), or (d) of the Hawaii rules of penal procedure, provided that any periods that delay the commencement of trial and are caused by court congestion shall be excluded from the computation of time. Excludes from the requirement certain traffic court cases and criminal cases involving abuse of a family or household member.
