Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.
Establishes biennial requirements of forty credit hours in specified continuing medical education programs for renewal of physician assistant licenses, beginning with the renewal for the licensing biennium on 2/1/2020, and every biennial renewal thereafter. Authorizes the Hawaii Medical Board to conduct random document audits to enforce compliance. Specifies conditions for forfeiture and reinstatement of a license.
Appropriates funds for the Judiciary for the fiscal biennium beginning 7/1/19, and ending 6/30/21. Effective 7/1/19.
Requires persons arrested for felony sexual offenses to provide a DNA sample. Defines felony sexual offenses. Provides for the destruction of DNA samples and expungement of a DNA database profile when appropriate. Makes an appropriation for the costs of DNA collection and expungement.
Establishes a Malama Makalae Coast Council, which shall: (1) Study, provide analysis, and develop Malama Makalae coast siting criteria and design criteria for certain state-funded construction projects; (2) Establish a plan regarding saltwater intrusion; and (3) Establish a plan to address nuisance flooding in each county with a population of 500,000 or more. Appropriates funds for administrative and operating expenses. Dissolves the council on 6/30/2023.
Requires the Director of Taxation to make available to any county official charged with enforcing land use laws the name and addresses of any transient accommodation business registered with the Department of Taxation.

Authorizes the counties to adopt codes and regulations that would require the installation of residential fire protection sprinkler systems and re-establishes the county "home rule" concept.
Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter.
Provides to a taxpayer who hires an elderly individual a nonrefundable tax credit for the 6-month period after the individual is initially hired by the taxpayer.
Establishes licensure requirements for school psychologists to be administered by the board of psychology. Amends the composition of the board to include 2 school psychologists.
Allows public school students in grades kindergarten through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
