HB 263: RELATING TO THE ELIGIBILITY OF FIREFIGHTERS, EMERGENCY MEDICAL SERVICES PERSONNEL, AND LAW ENFORCEMENT OFFICERS TO RECEIVE WORKERS' COMPENSATION BENEFITS FOR POST-TRAUMATIC STRESS DISORDER.

Establishes a rebuttable presumption that any firefighter, emergency medical service personnel, or law enforcement officer diagnosed with post-traumatic stress disorder incurred that injury while in the course of employment for the purposes of receiving workers' compensation benefits.

HB 198: RELATING TO TAXATION.

Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 3/31/2020. Authorizes the use of surcharge revenues to address affordable housing and homelessness. Exempts gross income and gross proceeds for medical services or food from the surcharge.

HB 478: RELATING TO PUBLIC LANDS.

Clarifies that lands set aside to the Hawaii Housing Finance and Development Corporation by the Governor or leased to the Corporation by other state departments and agencies are exempt from the definition of "public lands".

SB 238: RELATING TO FIREARMS.

Authorizes the chief of police from each respective county to issue licenses to carry a concealed firearm. Specifies processes for license applications, renewals, revocations, and record keeping. Strictly prohibits carrying concealed firearms under certain circumstances. Makes various conforming amendments.

HB 105: RELATING TO MINIMUM WAGE.

Increases the minimum wage to an unspecified amount. Authorizes employers to pay minors an amount not less than 85% of the minimum wage for the first 90 days of employment.

HB 385: RELATING TO HEALTH.

Adds specific requirements to Hawaii's sexuality health education law. Requires the Board of Education to collaborate with the Department of Education and the Sexuality Health Education Working Group to provide curricula information to the public. Requires students to be excused from the provided instruction upon written request by a parent or guardian. Establishes the Sexuality Health Education Working Group.
