SB 749: RELATING TO ACTIONS FOR QUIET TITLE.

Provides that where a quiet title action involves kuleana land, at the request of any defendant at the time the action was brought, the court shall order mandatory mediation with a goal of resolving the dispute, including any issues that might need to be preliminarily established through an action commenced under chapter 668A, HRS. Allows the court to consolidate separate actions commenced by the same plaintiff or multiple plaintiffs for the same real property in interest. Requires the plaintiff in a quiet title action involving kuleana land to bear the costs of required mediation and only recover costs, expenses, or attorney's fees from the defendant as the court may deem reasonable and equitable under the circumstances.

SB 632: RELATING TO THE STATE FIRE COUNCIL.

Allows the state fire council to employ support staff personnel and clarifies that office equipment and supplies for the council are an authorized use of the budget received from the department of labor and industrial relations.

SB 202: RELATING TO PROFESSIONAL AND VOCATIONAL REGULATORY PROGRAMS.

Establishes repeal dates for all professional and vocational regulatory programs under the professional and vocational licensing division of the department of commerce and consumer affairs. Requires the auditor to perform an evaluation of each program prior to repeal.

SB 570: RELATING TO USE TAX.

Requires individuals to report use tax liabilities on their individual income tax return and remit payments of the use tax with their individual income tax returns, if applicable, or report use tax liabilities on use tax returns and remit payments with the returns. Applies to taxable years beginning after 12/31/19.

SB 487: RELATING TO COLLECTIVE BARGAINING.

Requires public employers to reimburse employee organizations for costs germane to the collective bargaining process, contract administration, and pursing matters affecting wages, hours, and other conditions of employment for public employees. Specifies requirement for direct reimbursement. Allows for an employee organization to bargain for other concession regarding wages, hours, benefits, or other terms or conditions of employment in lieu of the direct reimbursement. Repeals mandatory payroll deductions by public employers from nonmember employees of an exclusive bargaining unit.

SB 881: RELATING TO HEALTH.

Authorizes the director of finance to issue general obligation bonds for the department of health to develop a secure inpatient psychiatric facility at Hawaii state hospital to serve the mentally ill who need stricter security and inmates and detainees who need a higher level of mental health care. Requires the department of health to establish a task force to study the needs of the populations to be served by the psychiatric facility and develop a coordinated interagency action plan to implement services at the new inpatient psychiatric facility.

SB 634: RELATING TO CONDOMINIUMS.

Limits the amount of attorney's fees that may be collected from any condominium owner, occupant, or tenant by or on behalf of an association to twenty-five per cent of the amount due after a sixty-day cure period. Outlines application of payments for payment plans.
