SB 850: RELATING TO GAMING.

Establishes the Hawaii lottery and gaming corporation for the purpose of conducting gambling in Hawaii. Allocates proceeds to capital improvements at public schools and the University of Hawaii system, scholarships and educational loan repayments for medical students who practice in Hawaii for ten years, support for the family practice rural residency program, watershed protection, and reduction and prevention of problem gambling.

SB 687: RELATING TO GENETICALLY MODIFIED MATERIAL.

Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism. Specifies that written notice does not waive any liability a biotechnology company may have toward a purchaser.

SB 731: RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Establishes a department of civil service for the office of Hawaiian affairs to apply merit-based hiring practices to future office of Hawaiian affairs employees; permits employees of the office of Hawaiian affairs to enter into collective bargaining agreements. Confers all existing employees of the office of Hawaiian affairs permanent civil service status and specifies that any rights, benefits, and privileges they have accrued shall not be diminished by transitioning to their collective bargaining unit.

SB 478: RELATING TO PROSTITUTION.

Removes the criminal statute of limitations for sex trafficking and promoting prostitution. Exempts minors from criminal liability for prostitution and street solicitation of prostitution. Establishes minimum criminal and regulatory penalties for prostitution, sex trafficking, and promoting travel for prostitution. Repeals the offense of solicitation of a minor for prostitution.

SB 896: RELATING TO GENERATION OF STATE REVENUES.

Creates a state lottery division within the department of budget and finance with rulemaking authority to implement a state lottery limited to the Powerball and Mega Millions lottery games. Allocates lottery profits to education, homeless programs, and the general fund. Creates lottery and lottery prizes revolving funds. Appropriates funds.
