SB 948: PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes a constitutional amendment to require the gubernatorial nominee of each political party following the primary election to appoint a person from the same political party as a running mate for lieutenant governor in the general election.

SB 618: RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

HB 633: RELATING TO ANIMAL CRUELTY.

Limits the use of tethers and certain other types of restraints that are known to endanger dogs or prevent dogs from receiving necessary sustenance. Allows tethering for not more than twenty-four consecutive hours but only by means of a chest harness around a dog. Prohibits the sale, distribution, or use of electric shock dog collars. Specifies penalties.

SB 932: RELATING TO THE UNIVERSITY OF HAWAII.

Establishes the University of Hawaii open educational resources task force to conduct a comprehensive analysis and evaluation of all general education courses and high attendance courses taught at the University of Hawaii system to identify open educational resources for those courses. Establishes and appropriates funds for an open educational resources pilot project grant program to incentivize faculty to adopt, develop, and implement open educational resources.

SB 578: RELATING TO TAXATION.

Extends the period that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2019, to December 31, 2019. Allows a county with a population equal to or less than five hundred thousand that adopts a surcharge on state tax to use surcharge revenues for disaster relief.

SB 861: RELATING TO JUDGES.

Changes the designation of judges of the intermediate appellate court, circuit courts, district courts, and family courts. Repeals the provision that allows the supreme court to summarily remove any district family judge from office and revoke the district family judge's commission whenever the supreme court deems such removal necessary for the public good or the volume of cases within the circuit is reduced to a level where the reduction of the number of district family judges within a circuit is deemed advisable.
