HB 1092: RELATING TO HIGHWAY SAFETY.

Establishes the photo red light imaging detector systems program, effective 7/1/2020. Authorizes counties to administer the program. Establishes the photo red light imaging detector systems program special fund. Requires fines collected for violations on a county highway to be expended for the establishment, operation, management, and maintenance of the program in the county from which the fines were collected. Appropriates funds.

HB 1384: RELATING TO PUBLIC UTILITY INFRASTRUCTURE.

Requires the public utilities commission to determine whether the implementation of a cost recovery and income generating mechanism of leasing unused fiber, conduit, and other infrastructure is in the public interest. Requires the public utilities commission to report on economic incentives, cost recovery mechanisms considered, and the financial impacts where implemented.

HB 801: RELATING TO DRIVER'S LICENSING.

Exempts citizens of countries having a valid Compact of Free Association with the United States from the requirement that a legal immigrant's driver's license expire no later than the authorized period of stay in the United States. Requires COFA citizens to provide proof of legal presence.

SB 1346: RELATING TO TRESPASS.

Clarifies that when trespass involves public land, all law enforcement officers shall enforce the trespass laws of Part II of Chapter 708, Hawaii Revised Statutes, without regard to whether the land is owned by the State or by a county.

SB 1074: RELATING TO CHECK CASHING.

Requires check cashers to register with the department of commerce and consumer affairs. Requires check cashers to offer customers the option to participate in a payment plan, if certain conditions are met. Requires posting of certain information and written notice containing specific information to be provided to customers. Amends the limit, deposit deferral, and fees charged for deferred deposit transactions. Removes the exemption for entities engaged in the retail sale of good or services that periodically cash items for a fee. Effective 7/1/2020.

SB 1056: RELATING TO LOBBYISTS.

Requires lobbyists and specified individuals to file two additional reports to the Hawaii State Ethics Commission, including one report on the second Friday in August and one report on the first Monday in November in general election years, similarly to the filing frequency that candidates and the treasurer of candidate committees are required to file pursuant to section 11-334, Hawaii Revised Statutes.
