HB 1285: RELATING TO EDUCATION.

Education funding omnibus. Raises the GET and use tax rates. Increases income tax rates for high earning taxpayers. Establishes quality education special fund to supplement education budget. Increases food/excise tax credit and low-income renter's household tax credit and ties future increases to the U.S. Department of Labor consumer price index.

HB 1287: RELATING TO A CARBON TAX.

Imposes a carbon tax for every ton of carbon dioxide emitted by distributors because of fossil fuels. Deposits 25% of the carbon tax collected into the Environmental Response Revolving Fund and 25% into the Energy Security Special Fund. Refunds 50% of the carbon tax amounts collected to taxpayers.

SB 1331: RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation to immediately initiate negotiations with the owners of the Front Street Apartments affordable housing project to acquire the property. Requires the Hawaii Housing Finance and Development Corporation to exercise its power of eminent domain if an agreement with the owners cannot be reached within a reasonable time. Requires report to Legislature. Appropriates funds.

SB 1075: RELATING TO EXECUTIVE BRANCH POSITIONS.

Amends the membership of the State Capitol Management Committee and Hawaii Interagency Council for Transit-Oriented Development by replacing the Governor's Chief of Staff with the Administrative Director of the State.
