Appropriates funds for professional development and classroom resources related to the college, career and civic life framework for social studies state standards. Establishes one full-time resource teacher position and appropriates funds for the position for public school civic education.

HB 858: RELATING TO CARGO INSPECTIONS.

Authorizes Department of Public Safety to inspect shipping containers for illegal fireworks and explosives. Establishes a shipping container inspection program using explosive-sniffing dogs and associated special fund. Authorizes Department of Transportation to impose shipping container import fees. Increases fine for fireworks violations.

SB 426: RELATING TO HEALTH.

Requires medicaid and insurance coverage of ambulance services. Authorizes medicaid programs, and requires private insurers, to pay for ambulance services, even if the patient is not transported, if the patient was treated in a county with a population of 200,000 or more. Appropriates moneys for medicaid to cover ambulance services when a patient is not transported. Appropriates funds for ambulance services covered by medicaid.

HB 1141: RELATING TO HOUSING.

Establishes the ALOHA homes program under the Hawaii Housing Finance and Development Corporation to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district. Establishes provisions related to the sale of leasehold interest of ALOHA homes. Exempts land set aside or leased to the Hawaii Housing Finance and Development Corporation from the definition of public lands in section 1712, HRS. Establishes the ALOHA homes revolving fund. Authorizes the Hawaii Housing Finance and Development Corporation to adopt rules pursuant to chapter 91, Hawaii Revised Statutes.

SB 1084: RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Provides appropriations for collective bargaining cost items for Unit (2) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit's exclusive representative for fiscal biennium 2019-2021.

HB 1371: RELATING TO THE UNIVERSITY OF HAWAII UNIVERSITY PROMISE PROGRAM.

Establishes the University of Hawaii University Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any 4-year degree campus of the University of Hawaii system. Appropriates funds to establish and implement the program.

HB 1477: RELATING TO TRANSPORTATION.

Exempts a business owner of a shipping container chassis from keeping a copy of the certificate of registration on the chassis. Requires the owner to make the original certificate of registration available for inspection at the principal place of business.

HB 371: RELATING TO ELECTIONS.

Requires a manual recount of election votes when the margin of victory is equal to or less than one hundred votes cast or equal to or less than one-half of one per cent of the votes cast, whichever is less.
