HB 997: RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS.

Makes permanent Act 141, Sessions Laws of Hawaii 2009, which requires the county to issue affordable housing credits to the Department of Hawaiian Home Lands. Makes permanent Act 98, Session Laws of Hawaii 2012, which requires the counties to issue affordable housing credits for each residential unit developed by the Department of Hawaiian Home Lands.

SB 1147: RELATING TO COLLECTIVE BARGAINING.

Allows, but does not mandate, employee organizations, as exclusive representatives of public employees, to refuse grievance representation to bargaining unit members who neither pay dues nor dues equivalents and who decline to pay reasonable costs of the representation.

HB 1308: RELATING TO HAWAII'S ENVIRONMENT.

Establishes the Promise to Our Keiki Program in the Hawaii Tourism Authority to protect Hawaii endangered animals and natural and cultural resources from the impacts of tourism by initiatives that include educational videos on inbound flights, requiring passengers on inbound flights to sign Promise to Our Keiki Pledge forms, and educational cards on airplanes.

HB 994: RELATING TO EARLY CHILDHOOD EDUCATION.

Prohibits the suspension and expulsion of children participating in the Executive Office on Early Learning Public Prekindergarten Program, except in limited circumstances.

SB 1468: RELATING TO HOUSING.

Requires a county to approve, approve with modification, or disapprove an application for a permit necessary for a housing development project that uses moneys from the rental housing revolving fund. Provides for automatic permit approval if a county does not make a timely decision on an application. Exempts the foregoing projects from environmental impact statement requirements. Sunsets on 6/30/2026.
