HB 1113: RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Establishes a department of civil service for the office of Hawaiian affairs to apply merit-based hiring practices to future office of Hawaiian affairs employees; permits employees of the office of Hawaiian affairs to enter into collective bargaining agreements. Confers all existing employees of the office of Hawaiian affairs permanent civil service status and specifies that any rights, benefits, and privileges they have accrued shall not be diminished by transitioning to their collective bargaining unit.

HB 1096: RELATING TO FIREWORKS.

Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, or other recordings authenticated by witnesses. Allows probable cause for fireworks offenses to be established from anonymous recordings made using an unmanned aerial vehicle.

HB 1203: RELATING TO VOTING.

Requires that any person who is eligible to vote and applies for a new or renewal motor vehicle driver's license, provisional license, or instruction permit, or a new, renewal, or duplicate identification card be automatically registered to vote if that person is not already registered to vote unless the applicant affirmatively declines to be registered to vote. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the statewide voter registration system. Effective 1/1/2020.

HB 1250: RELATING TO LEGAL REPRESENTATION.

Clarifies that the attorney general shall not represent the legislature and individual legislators acting in their official capacity. Requires the respective house to provide legal representation for any member who is sued in the member's official capacity unless the member declines such representation.

SB 1536: RELATING TO AN AIRPORTS CORPORATION.

Authorizes establishment of the Hawaii Airports Corporation within the Department of Transportation for administrative purposes. Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airports Corporation. Exempts the Hawaii Airports Corporation from the procurement code. Transfers aeronautics functions of the Department of Transportation to the Hawaii Airports Corporation by the established transfer completion date agreed upon by the Hawaii Airports Corporation, the Director of Transportation, and the Governor, which shall be no later than 12/31/2022. Appropriates funds.

SB 611: RELATING TO CONSUMER PROTECTION.

Caps the service charges for a primary and secondary ticket seller. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits speculative tickets and the usage of bots. Makes conforming amendments.

HB 1031: RELATING TO USE PERMITS FOR SMALL BOAT HARBOR FACILITIES.

Clarifies that certain fees for state small boat harbors shall be established by appraisal by a state-licensed appraiser approved by the Department of Land and Natural Resources and shall be set at fair market value. Clarifies fees charged for vessels used for commercial purposes.
