HB 1262: RELATING TO SOLAR ENERGY.

Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar right to record that right by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.

SB 1090: RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Provides appropriations for collective bargaining cost items and other public employment costs for Unit (14) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit's exclusive representative for fiscal biennium 2019-2021.

SB 1080: RELATING TO SMOKING.

Establishes a $100 fine for underage persons who smoke on public-school property or at public-school functions.

HB 1300: RELATING TO TAXATION.

Extends the period that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2019, to December 31, 2019. Allows a county with a population equal to or less than five hundred thousand that adopts a surcharge on state tax to use surcharge revenues for disaster relief.

SB 1280: RELATING TO TRANSPORTATION.

Increases the State Fuel Tax to generate additional revenues for the State Highway Fund by amending section 243-4, Hawaii Revised Statutes. Allows for increase in the state motor vehicle registration fee and deposits the money into the State Highway Fund by amending section 249-31, Hawaii Revised Statutes. Increases the state motor vehicle weight tax and deposits the money into the State Highway Fund by amending section 249-33, Hawaii Revised Statutes.
