SB 1457: PROPOSING AMENDMENTS TO ARTICLE VI OF THE CONSTITUTION OF THE STATE OF HAWAII TO AMEND THE MANNER IN WHICH JUSTICES AND JUDGES ARE APPOINTED, CONSENTED TO, AND RETAINED.

Proposes amendments to the Constitution of the State of Hawaii relating to the appointment and retention of justices and judges. Changes the required time frames from thirty to ninety days for the process to appoint and consent to a justice or judge. Harmonizes the senate consent procedures for district court judgeship nominees to mirror the senate consent procedures relating to supreme court justices and intermediate court of appeals and circuit court judges. Authorizes the senate to approve or reject subsequent terms of office for justices and judges.

HB 957: RELATING TO TAXATION.

Repeals county authority to exempt certified or approved housing projects from general excise taxes and requires all rental projects certified or approved under 201H-36, Hawaii Revised Statutes, to undergo annual rent recertifications.

HB 1240: RELATED TO MENTAL HEALTH TREATMENT.

Requires an individual to be examined prior to release from emergency examination, emergency hospitalization, or voluntary inpatient treatment to determine whether an assisted community plan is indicated and, if so, requires the department of the attorney general to handle the petition for assisted community treatment. Requires the department of health to convene a mental health emergencies task force. Makes the department of the attorney general responsible for filing assisted community treatment petitions.

HB 810: RELATING TO CONDOMINIUMS.

Enables condominium associations to adopt rules and regulations that require unit owners to prohibit smoking inside a condominium unit as part of any lease agreement, on any lanai of a condominium unit, and in all common elements.

SB 1318: RELATED TO FIREARMS.

Requires the chiefs of police to adopt procedures to: require that any person granted a license to carry an open or concealed firearm be qualified to use the firearm in a safe manner by successful completion of a course of instruction and firearm qualification test; and require that any person who has been approved for a license to carry an open or concealed firearm, who is not employed as a security guard by an authorized security company, show proof of valid firearms or self-defense insurance prior to being issued the license.

SB 1235: RELATING TO MOVIE THEATERS.

Repeals the sunset date from Act 39, Session Laws of Hawaii 2015 as amended by Act 211, Session Laws of Hawaii 2017, , and makes permanent the requirement applicable to motion pictures produced and distributed with open movie captioning and audio descriptions.
