SB 1125: RELATING TO STATE LANDS.

Establishes penalties for failure to comply with certain submerged land reclamation regulations. Adds requirements for presently reclaimed land to be disposed of by the Board of Land and Natural Resources, without recourse to public auction, to an abutting owner, by sale, or by lease. Provides requirements for the Board to lease state submerged lands and lands beneath tidal waters.

HB 1512: RELATING TO LIQUOR COMMISSIONS.

Prohibits liquor commissions from creating or enforcing rules that relate to certain moral issues or sexual conduct. Requires that the term of any certificate of registration for a dancer employed by a liquor licensee be for the same length of time as any other employee of the licensee. Excludes lap dancing performed by a dancer registered with a liquor commission and performed on authorized liquor licensee premises from the offense of prostitution.

SB 1402: RELATING TO THE RARE DISEASE ADVISORY BOARD.

Establishes the rare disease advisory board within the department of health to provide education about rare diseases and encourage the funding of research in the development of new treatments for rare diseases. Describes duties of the advisory board, members of the board, and the board's obligation to coordinate with local and national groups conducting similar research and advocacy for persons with rare diseases.

SB 1073: RELATING TO CHECK CASHERS.

Establishes licensure and licensure renewal requirements for certain persons or entities to engage in the business of cashing checks for a fee to persons in the State.

HB 230: RELATING TO RAPID OHIA DEATH.

Appropriates funds to the Department of Land and Natural Resources for containment and prevention of the spread of pathogens causing rapid ohia death in Kauai county, including funds to be used in collaboration with the Research Corporation of the University of Hawaii and the Kauai Invasive Species Council.

HB 1491: RELATING TO LAW ENFORCEMENT.

Requires state and county law enforcement agencies to prioritize local use of law enforcement resources. Requires that the governor and the county mayors declare that crimes relating to property, methamphetamine use, and operating a vehicle under the influence of an intoxicant are resolved in their respective jurisdictions before state or county law enforcement may assist with certain federal law enforcement matters. Authorizes state and county law enforcement officials to assist federal agencies possessing a warrant or when an individual has been charged with a felony under the Hawaii Penal Code.

HB 1317: RELATING TO EDUCATION.

Transfers the responsibility for the establishment, support, and control of charter schools from the State to the counties. Takes effect 7/1/2021; provided that a corresponding constitutional amendment to authorize this transfer is ratified before 12/2020.
