HB 1249: RELATING TO EMERGENCY RESPONSE VEHICLES.

Establishes an emergency response vehicle noise task force to determine the impact of emergency response vehicle sirens in terms of excessive noise, the effect on public safety, and the relative effectiveness of the use of emergency lights instead of the use of sirens at night.

HB 1231: RELATING TO INTERNATIONAL EDUCATION PROGRAMS.

Appropriates funds to the University of Hawaii to fund one or more programs sponsored or organized by a University of Hawaii community college or a four-year campus to expand opportunities for international college experiences for University of Hawaii students. Requires the University of Hawaii to work in collaboration with the department of business, economic development, and tourism and requires a report to be submitted to the legislature.

HB 943: RELATING TO PROFESSIONALLY LICENSED OR CERTIFIED GOVERNMENT EMPLOYEES.

Clarifies that the State shall be exclusively liable for claims for injury or loss of property, or personal injury or death, resulting from the negligent or wrongful act or omission of any professionally licensed or certified employee of the State while acting within the scope of the employee's office or employment. Precludes civil actions or proceedings for money damages against the employee, except for claims based on liability other than an employee's scope of employment with the State or other employer. Clarifies liability when the State agrees to assume full or partial responsibility in a civil action against a professional licensed or certified employee.

HB 1228: RELATING TO PHYSICIAN ASSISTANTS.

Establishes biennial requirements of forty credit hours in specified continuing medical education programs for renewal of physician assistant licenses, beginning with the renewal for the licensing biennium on 2/1/2020, and every biennial renewal thereafter. Authorizes the Hawaii Medical Board to conduct random document audits to enforce compliance. Specifies conditions for forfeiture and reinstatement of a license.
