HB 1449: RELATING TO PLANT CARE COMPONENTS.

Authorizes the Department of Agriculture to adopt rules related to the Plant Care Component Program. Prohibits distributing plant care components that originated outside the State unless it was subjected to treatment before arrival. Establishes administrative penalties to enforce the Plant Care Component Program. Appropriates funds and establishes positions for purposes of the Plant Care Component Program. Effective 7/1/2050. SB 867: RELATING TO AFFORDABLE HOUSING.

Establishes a working group within the Office of the Governor for administrative purposes to ascertain the State's available water resources and water system source capacity and to streamline well permit approval processes to further plan for the development of affordable housing. Requires the working group to inventory all available water resources statewide and identify sources of aquifer replenishment in relation to affordable housing development. Requires an interim and final report to the Legislature. (SD2)

SB 1483: RELATING TO HIGHWAY REVENUE BONDS.

SB 436: RELATING TO THE STATE FIRE MARSHAL.

Establishes what constitutes transit-oriented development and incentivizes development in county-designated transit-oriented development areas or zones. HB 328: RELATING TO SCHOOL MEALS.

Requires the Department of Education to authorize and facilitate complex areas or individual public schools to form their own farm to school meal programs through partnerships to meet the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030. Allows the Department of Education to establish a plant-based meal program no later than the 2026-2027 school year. Effective 7/1/3000. (HD1)

SB 1488: RELATING TO UNIVERSITY OF HAWAII CONFERENCE CENTER REVOLVING FUND.

Establishes the University of Hawaii Conference Center Revolving Fund and accounts under the fund to facilitate the administration of the revolving fund for conference center programs among various campuses and operating units of the University of Hawaii system. Repeals the Conference Center Revolving Fund, University of Hawaii at Hilo, and the Community College Conference Center Revolving Fund. Transfers all appropriations and encumbrances of the Conference Center Revolving Fund, University of Hawaii at Hilo, and the Community College Conference Center Revolving Fund to the University of Hawaii Conference Center Revolving Fund. Authorizes the Hawaii Labor Relations Board to request the Federal Mediation and Conciliation Service to furnish a list of five qualified and experienced interest arbitrators in the event the parties fail to select the neutral third member of the arbitration panel. Clarifies that the list of five interest arbitrators may contain arbitrators from both the American Arbitration Association and the Federal Mediation and Conciliation Service. (SD1)
