Authorizes state facilities to wheel electricity produced by their own facility from renewable energy sources to other state facilities pursuant to administrative rules or orders established by the Public Utilities Commission. SB 559: PROPOSING AN AMENDMENT TO ARTICLE I OF THE HAWAII STATE CONSTITUTION TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE, HEALTHY NATIVE ECOSYSTEMS, AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches, shall be protected and shall not be infringed. (SD1)

HB 467: RELATING TO FORECLOSURES.

Prohibits sellers of foreclosed homes from bundling properties at a public sale and requires each foreclosed home to be sold separately. Specifies that the sale of a foreclosed property is not final until either fifteen days after the public sale or forty-five days if an eligible bidder submits a subsequent bid or written notice of intent to submit a subsequent bid. SB 242: RELATING TO FOREIGN OWNERSHIP OF AGRICULTURAL LAND.

Prohibits foreign entities from owning, leasing, or holding a controlling interest in more than an unspecified number of acres of agricultural land. Limits the lease term for agricultural land by foreign entities. Requires foreign entities that own or lease interest in agricultural lands to file an annual report with the Department of Agriculture. Appropriates funds. Effective 7/1/2050. (SD2)

HB 952: RELATING TO PARKINSON'S DISEASE RESEARCH.

Establishes the Parkinson's Disease Research Collection Database to be administered by the State Health Planning and Development Agency, to house a collection of data on the incidence of Parkinson's disease in the State. Establishes the Parkinson's Disease Research Collection Database Advisory Committee. SB 1445: RELATING TO YOUTH MENTAL HEALTH.

Establishes a two-year digital youth mental health platform pilot project under which the child and adolescent mental health division of the department of health shall develop and make publicly available a digital platform providing tools and resources designed to help young people address and manage mental health challenges. SB 319: RELATING TO MARIJUANA.

Changes from 1 ounce to 30 grams the minimum amount of marijuana that constitutes the offense of promoting a detrimental drug in the second degree. Increases from 3 grams or less to 15 grams or less the amount of marijuana that constitutes the offense of promoting a detrimental drug in the third degree.

SB 376: RELATING TO TAX CREDITS.

Establishes a nonrefundable income tax credit for taxpayers who construct or install improvements to their residence that increase the residence's fire safety rating as calculated by the taxpayer's homeowner's insurance policy. Applies to taxable years beginning after 12/31/2025. Effective 7/1/2077. (SD1)
