SB 683: RELATING TO ENVIRONMENTAL PROTECTION.

Beginning 1/1/2028, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. SB 1490: RELATING TO THE UNIVERSITY OF HAWAII RELIEF FUNDING.

Amends the University of Hawaii Tuition and Fees Special Fund by allowing the Board of Regents to dedicate funding for student aid in direct response to an emergency or disaster, as declared by the Governor. (SD1)

SB 58: RELATING TO PUBLIC ASSISTANCE.

Allows the Department of Human Services to administer and provide public assistance to eligible residents of the State during a Governor-declared state of emergency. Allows the Department of Human Services to expend funds from the Hawaii Hurricane Relief Fund to provide public assistance to eligible residents during a Governor-declared state of emergency. HB 1405: RELATING TO PERMITS.

Establishes specific deadlines within the facilitated application process to obtain a permit and requires the Department of Business, Economic Development, and Tourism to establish certain resources and processes to help streamline permit applications. SB 674: RELATING TO THE ENVIRONMENT.

Requires the Department of Health to conduct a statewide needs assessment to determine what will be needed to reduce waste generation, increase reuse, improve recycling collection services, and expand local processing of materials through an extended producer responsibility program for packaging materials and paper products. Requires the Department of Health to complete and submit the needs assessment to the Legislature no later than 12/31/2028. Establishes an advisory council to review the draft needs assessment and propose recommendations throughout the assessment process. Appropriates funds. Effective 12/31/2050. (SD1)

SB 1310: RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Deletes the term "agent of the contractor" in sections 28-17 and 846-2.7, HRS. Clarifies that contractors, contractor's employees, and subcontractors who have access to federal tax information held by the Department of the Attorney General may be subject to fingerprint-based background checks. HB 129: RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Limits court-ordered community service for a minor to no more than seventy-two hours. Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls. Effective 7/1/3000. (HD2)

SB 1408: RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Clarifies that Act 130, Session Laws of Hawaii 2024, shall take effect on either the date of the Secretary of the Interior's notification letter to the Congressional Committee Chairpersons that this Act meets none of the criteria in title 43 Code of Federal Regulations section 48.20, or on the date that the United States Congress approval becomes law.
