SB 252: RELATING TO INVASIVE SPECIES.

Clarifies that the importation of any pest or material infested or infected with an insect or other animal, disease, or pest is prohibited. Authorizes the Department of Agriculture to administratively inspect any article imported or moved into the State from the continental United States or between the Hawaiian Islands. Prohibits the sale, barter, or donation of items or material that is a pest, is infested or infected with a pest, or prohibited from being sold. Authorizes the Department of Agriculture to compel the quarantine, treatment, or destruction of certain materials. Clarifies penalties for various quarantine and import law violations, based in part on whether violations were knowingly committed. Effective 7/1/3000. (HD2)

SB 1057: RELATING TO PROCUREMENT.

Clarifies that the bid incentive given to bidders for public works construction projects who are parties to an apprenticeship agreement is based on apprenticeable trades utilized, rather than employed, to construct the public works. Requires the bidder and the bidder's subcontractors to be parties to all apprenticeable trades utilized to construct the project for which a state-approved apprenticeship program exists. SB 191: RELATING TO ENERGY ASSISTANCE.

Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist eligible households in paying their energy bills. Requires the Public Utilities Commission Public Benefits Fee Administrator to provide certain information and assistance to recipients of the program. Establishes positions. Appropriates funds. SB 511: RELATING TO HOUSING.

Clarifies that projects seeking exemptions from planning and development laws and rules may be modified by the Hawaii Housing Finance and Development Corporation under certain conditions. Authorizes HHFDC to make recommendations to appropriate Legislative bodies. Requires HHFDC or a county to accept an application seeking certain exemptions within thirty days, and to process the application within one hundred twenty days before final approval by a county legislative body for certain housing projects. SB 1022: RELATING TO ANIMAL ENDANGERMENT.

Allows animal control officers, law enforcement officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle. Allows private citizens to retrieve a pet animal that has been left in an unattended vehicle, under certain circumstances. Effective 7/1/3000. (HD1)
