SB 268: RELATING TO ISLAND BURIAL COUNCILS.

Decreases the size of the Island Burial Councils from nine to seven members. Removes the requirement for the councils to include members having development and large property owner interests. Effective 7/1/3000. (HD1)

SB 161: RELATING TO COUNTY PERMITTING AND INSPECTION.

Allows state projects to be exempt from county building permit requirements under certain conditions. Requires all exempted state projects to be included in a report that is regularly made available to the public. Allows state agencies that undertake projects to be dedicated to a county to prepare programmatic or project-specific agreements that establish requirements and standards for review and acceptance if the agency wants the project to be exempted. Allows state agencies that want to be exempted from county permitting processes to establish a cooperative working group. Requires cooperative working groups to submit an interim report to the Legislature before the Regular Session of 2026. Effective 5/13/2040. (SD1)

HB 745: RELATING TO BUILDING CODES.

Beginning on the date the International Code Council 2024 suite of published codes is adopted as the Hawaii state building code, makes the most recent Hawaii state building codes adopted by the state building code council supersede all existing county building codes and thereafter allows counties to amend the Hawaii state building code as it applies within their jurisdiction. Repeals the counties' authority to adopt, amend, and update the Hawaii state building codes for their respective county building codes. Effective 1/1/3000. (HD1)

SB 1610: RELATING TO OHANA ZONES.

Establishes the Ohana Zones Program as a program within the Statewide Office on Homelessness and Housing Solutions. Authorizes the Hawaii Housing Finance and Development Corporation to exempt ohana zones projects from general excise taxes. Requires annual reports to the Legislature. Appropriates funds. HB 925: RELATING TO THE ARTS.

Establishes a Performing Arts Special Fund to be used for the coordination, planning, promotion, marketing, and execution of performing arts events and to be funded by a percentage of all ticket sales from concerts held at state venues. Establishes exemptions. Effective 7/1/3000. (SD1)

SB 1225: PROPOSING AN AMENDMENT TO ARTICLE XVII, SECTION 3 OF THE HAWAII CONSTITUTION TO SPECIFY THAT THE STANDARD FOR VOTER APPROVAL OF A CONSTITUTIONAL AMENDMENT PROPOSED BY THE LEGISLATURE IS A MAJORITY OF ALL THE VOTES TALLIED UPON THE QUESTION.

Proposes to amend article XVII, section 3 of the Hawaii State Constitution regarding the standard for ratification of a constitutional amendment proposed by the Legislature, to require that a majority of all the votes tallied upon the question be a "yes" vote, and not include blank, spoiled, and over votes in determining whether a majority was reached. SB 803: RELATING TO INSURANCE.

Requires insurers to provide automatic, advance written premium change notices to common interest community policyholders and the Insurance Commissioner, with reasonable explanations and primary factors, disclosing the causes of any premium increase if, upon renewal, premiums are scheduled to increase more than an unspecified per cent. Requires insurers to automatically issue a loss run report to the policyholder at the end of each policy year. Requires insurers that renewed property insurance policies between 2022 and 2024 for policyholders that were condominium associations, planned community associations, or cooperative housing corporations in the State to provide an explanation for certain premium increases during this period. Requires the Insurance Commissioner to submit a report to the Legislature. Effective 7/1/2050. (SD1)

SB 279: RELATING TO DANGEROUS DRUGS.

SB 1067: RELATING TO DEPOSIT BEVERAGE CONTAINER RECYCLING.

Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers and amends the types of containers they must accept for redemption. Allows the establishment of regional centers for the redemption of refillable beverage containers but not as substitutes for dealers' means to receive deposit beverage containers. Requires the Department of Health to establish a Reverse Vending Machine Pilot Program to use the Deposit Beverage Container Deposit Special Fund to provide grants to deploy reverse vending machines. Establishes eligibility standards to receive grants from the Department of Health to deploy reverse vending machines. Effective 12/31/2050. (SD1)

SB 40: RELATING TO STATE FINANCES.
