SB 802: RELATING TO INSURANCE.

Requires insurers to provide advance written notice to policyholders and the Insurance Commissioner, with reasonable explanations and primary factors, of any policy cancellation, non-renewal, or proposed premium increase, if, upon renewal, premiums are scheduled to increase more than 10 per cent. Requires insurers that provide property insurance to file rate schedules and underlying criteria with the Insurance Commissioner. Requires the Insurance Commissioner to conduct periodic reviews of insurance rates and submit annual reports to the Legislature. Requires the Insurance Commissioner to establish a Public Reporting and Dispute Resolution Program to handle complaints and appeals regarding premium increases. Requires insurers to provide premium discounts or credits to policyholders that implement disaster risk mitigation measures. Effective 7/1/2050. (SD2)

HB 595: RELATING TO RECORDINGS OF LAW ENFORCEMENT ACTIVITIES.

SB 677: RELATING TO A CLIMATE ADAPTATION AND RESILIENCE IMPLEMENTATION PLAN.

Requires the Office of Planning and Sustainable Development to develop and publish a Hawaii climate adaptation and resilience implementation plan. Requires a report to the Legislature. Appropriates funds. Effective 1/1/2050. (SD1)

SB 1031: RELATING TO ADVISORY REFERENDUMS.

Authorizes the Legislature to adopt any Concurrent Resolution to propose a non-binding advisory referendum question concerning the issuance of general obligation bonds to the people, who may vote on the question during any general election. Imposes notice, certification, and reporting requirements on the Chief Election Officer. Requires a written explanation for any legislative acts that are contrary to the reported majority vote on the advisory referendum question to be reflected in the legislative record. SB 446: RELATING TO WASTE MANAGEMENT.

Beginning 7/1/2025, prohibits the construction, modification, or expansion of a landfill unit or any component of a landfill unit mauka of the underground injection control line without first establishing a buffer zone of not less than one-quarter mile around the landfill unit. Prohibits the utilization of fly ash, bottom ash, or a combination of fly and bottom ash from a municipal waste combustor, including any ash residue that remains after removal of metals for recycling into new metal products, for the purposes of road building, construction, or as alternative daily cover material on a landfill. Effective 12/31/2050. (SD2)

HB 88: RELATING TO STUDENT ATHLETES.

Requires the Department of Education to establish and administer a three-year student athlete travel pilot program to provide funding for intra-county travel expenses for student athletes of counties with a population of less than 500,000. SB 738: RELATING TO WASTEWATER MANAGEMENT.

Requires a wastewater treatment works to test sewage sludge and any other residual material for the presence of PFAS. Requires the Department of Health to adopt administrative rules for the safe disposal and sequestration of sewage sludge and other residual material that contain specific amounts of PFAS. Prohibits the issuance or renewal of permits if testing yields PFAS in sewage sludge or other residual material on land used for agronomic purposes, on land where drainage tiles have been installed, on land that drains into waters of the State, or land in a five hundred-year floodplain. Effective 12/31/2050. (SD1)

HB 1233: RELATING TO STORMWATER MANAGEMENT SYSTEMS.

Requires the counties to adopt ordinances for the regulation of retention and detention ponds. Requires the counties to conduct a survey of existing retention and detention ponds and make a report to the Legislature. Appropriates funds as a grant-in-aid to the counties. Effective 7/1/3000. (HD2)

HB 1433: RELATING TO EVICTION MEDIATION.

Beginning 2/5/2026, extends the period for a notice of termination of a rental agreement; requires landlords to engage in mediation and delay filing an action for summary possession if a tenant schedules mediation; and requires landlords to provide specific information in the 10‑calendar-day notice to tenants. Appropriates funds. Effective 7/1/3000. Repeals 2/4/2027. (HD2)
