HB 1913: RELATING TO VETERAN MENTAL HEALTH SERVICES.

Establishes within the Office of Veterans' Services a mental health coordinator position at Tripler Army Medical Center. Provides that the mental health coordinator is appointed by and reports directly to the Director of the Office of Veterans' Services. Appropriates moneys. Effective 7/1/3000. (HD1)

HB 2179: RELATING TO TRANSPORTATION.

Requires, rather than authorizes, the Department of Education to develop and administer a Traffic Safety Education Program. Requires the Department of Education's Traffic Safety Education program to include electric bicycles. Effective 7/1/3000. (HD2)

HB 376: RELATING TO CESSPOOLS.

Accelerates the deadlines for the required upgrades, conversions, or connections of priority level 1 and priority level 2 cesspools to 2035 and 2040, respectively, and repeals the 1/1/2050 deadline for the upgrade, conversion, or connection of all remaining cesspools. Before 1/1/2050, requires the Director of Health to prepare and submit to the Legislature an inventory of every remaining cesspool in the State as of 1/1/2045, including cesspools that were granted exemptions by the Director of Health, recommending whether or not and by what date the cesspool should be: (1) Upgraded or converted to a Director-approved wastewater system; or (2) Connected to a sewerage system. SB 2158: RELATING TO VETERINARIANS.

Establishes the Veterinarian Workforce Development Special Fund. Establishes the Veterinarian Workforce Development Loan Repayment and Scholarship Program to support qualified veterinarians committed to or currently working in veterinary medicine in the State. Authorizes the Hawaii Board of Veterinary Medicine to enter into agreements, including memoranda of understanding, with the University of Hawaii, the Hawaii Veterinary Medical Association, and accredited out-of-state schools to increase the availability of accredited veterinary programs and licensure opportunities to residents of the State. Appropriates funds. Effective 1/1/2077. (SD1)

SB 2414: RELATING TO THE DISABILITY AND COMMUNICATION ACCESS BOARD.

Requires the Disability and Communication Access Board to study the health care communication needs of patients who are deaf, hard-of-hearing, or deaf-blind. Requires a report to the Legislature 20 days prior to the 2027 Regular Session.

SB 3182: RELATING TO ADMINISTRATIVE LICENSE REVOCATION.

Clarifies an administrative driver's license revocation takes automatic effect thirty days after a Notice of Administrative Revocation that the revocation remains in effect until the Administrative Driver's License Revocation Office affirms or rescinds the administrative revocation. SB 3107: RELATING TO PAROLE ELIGIBILITY.

Amends section 353-64, HRS, to include participation in correctional programs for parole eligibility: (1) treatment (substance abuse, mental health, sex offender); (2) work furlough as part of vocational education; and (3) other programs designed to assist the committed person with successful reintegration back into the community; all of which are in the scope of programs determined by Department of Corrections and Rehabilitation's Receiving and Diagnostic (RAD) assessments and recommended for parole eligibility. Effective 7/1/2050. (SD1)

SB 2540: RELATING TO YOUTH PENALTIES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Encourages the use of community service and other programs that employ aina-based principles. Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls. Effective 7/1/2027. (SD1)

SB 2672: RELATING TO RETIRANTS.

Establishes a five-year pilot program allowing retirants to be rehired for exempt service for one-year terms under certain circumstances. Provides that retirants employed under the program are excluded from the Hawaii Employer-Union Health Benefits Trust Fund and will not experience an interruption of pension benefits. Requires an employer of a retirant under the program to contribute to the Employees' Retirement System. Requires the Department of Human Resources Development to submit a report to the Legislature. Sunsets 6/30/2031. Effective 1/1/2077. (SD1)
