SB 3031: RELATING TO THE CONVEYANCE TAX.

Renames the Beach Restoration Special Fund as the Beach Preservation and Restoration Fund. Establishes the Special Subaccount of the Special Fund. Requires that all conveyance tax revenues collected from the conveyance or transfer of real property located in whole or in part in a sea level rise exposure area be deposited into the special subaccount of the Special Fund. Allows funds in the special subaccount of the Special Fund to be used to acquire property. Effective 7/1/2050. (SD1)

SB 2979: RELATING TO COMMUNITY CO-MANAGEMENT AGREEMENTS.

Authorizes the Department of Land and Natural Resources and community-based organizations to enter into community co-management agreements concerning state lands by direct negotiation without recourse to public auction. Authorizes the Department of Land and Natural Resources to dispose of state land through community co-management agreements. SB 2037: RELATING TO CONDOMINIUMS.

Prohibits condominium associations from charging unit owners attorneys' fees on fines unless deemed collectable. Allows a court to assess charges against a party requesting trial de novo if the requesting party fails to better its position by thirty per cent or more. Effective 7/1/2050. (SD1)

SB 2258: RELATING TO LOCAL PURCHASING PREFERENCE.

Gradually requires that, by 2032, 30% of the natural landscaping materials purchased by certain departments be locally sourced, meaning 50% of the wholesale value is added by manufacture, processing, production, or harvesting in the State. Applies to the Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, Department of Accounting and General Services, and University of Hawaii System. Requires annual reports to the Legislature. Effective 1/1/2525. (SD1)

SB 2232: RELATING TO A TINY HOME GRANT PILOT PROGRAM.

Authorizes the Hawaii Housing Finance and Development Corporation to designate certain for-sale housing units as permanently affordable. Requires the HHFDC to adopt rules to implement the Housing for Locals Forever Program. Repeals certain requirements defining a qualified resident. Excludes from the definition of "development", as it applies to special management areas, the installation, maintenance, repair, and replacement of an electric vehicle charging system as a minor structure. SB 2413: RELATING TO MEDICAL CANNABIS.

Authorizes dispensaries to sell viable cannabis seeds to qualifying patients or their primary caregivers; provided that not more than 10 seeds per month may be purchased by, or on behalf of, the qualifying patient. Repeals existing statutory language that authorizes the Department of Law Enforcement to: (1) inspect a qualifying medical cannabis patient's medical records held by the health provider who issued a written certification for the qualifying patient; and (2) suspend or revoke a health provider's ability to issue written certification for medical cannabis if the provider refuses the foregoing inspection, or if the medical records do not comply with the medical use of cannabis law. Requires the Department of Health to adopt any necessary rules. Effective 1/30/2050. (SD1)
