HB 1025: RELATING TO INCOME WITHHOLDING FOR CHILD SUPPORT.

Imposes a fine against any employer who fails to comply with income withholding requirements applicable to child and spousal support, or discharges, refuses to employ, or takes disciplinary action against a person because the person is subject to income withholding requirements. (HB1025 HD2)

SB 111: RELATING TO VOTING.

Provides that the ballot of an absentee or military-overseas voter is valid even if the voter becomes ineligible to vote after casting the ballot. Repeals the requirement that an absentee voter's ballot be deemed invalid if the voter returns the return envelope but dies prior to the opening of polls. Takes effect on 1/7/2059. (SD1)

SB 391: RELATING TO CONDOMINIUMS.

Part I: Purpose section. Part II: Clarifies that when a unit owner and association reach a payment plan to cure a nonjudicial foreclosure, completion of the payment plan is required to cure the default; specifies that if a unit owner and an association have agreed on a payment plan to prevent a nonjudicial foreclosure from proceeding, any association fines imposed while the payment plan is in effect shall not be deemed a default under the payment plan; and clarifies the obligations of a unit owner and an association while a unit owner is not otherwise in default under a payment plan. Part III: Clarifies that the pay first, dispute later provisions in Hawaii's condominium law apply only to common expense assessments claimed by an association of apartment owners; specifies that a unit or apartment owner who disputes the amount of an assessment may request a written statement about the assessment from the association, including that a unit or apartment owner may demand mediation prior to paying contested charges, other than common expense assessments; specifies requirements for mediation on contested charges, except for common expense assessments; and repeals language that permitted associations to convert delinquent fines and late fees into delinquent common expense assessments, if certain conditions were met. Part IV: Makes conforming amendments. (SD1)

SB 910: RELATING TO RENEWABLE FUELS TAX CREDIT.

Replaces the Department of Business, Economic Development, and Tourism requirements related to the certification, administration and verification of the renewable fuels production tax credit with a survey. Effective 7/1/2050. (SD2)

SB 301: RELATING TO RECYCLING.

Mandates implementation of recommendations made by the office of the auditor to the department of health regarding advance disposal fee glass containers and glass recycling. Requires the department of health to report on its implementation of the recommendations to the legislature. Appropriates funds to the department of health to conduct a cost-benefit analysis of combining the glass processing streams of the advance disposal fee glass containers and deposit beverage containers. Effective 6/1/2050. (SD2)

SB 344: RELATING TO DENTAL ASSISTANTS.

Clarifies the allowable and prohibited practices requirements for dental assistants. Clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for other licensed professionals. Prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. (SD1)

HB 887: RELATING TO UNFUNDED LIABILITIES.

Establishes the Rate Stabilization Reserve Fund within the Hawaii Employer-Union Health Benefits Trust Fund to help subsidize the costs of providing health and other benefit plans for active employees and retirees and their beneficiaries. Caps employer contributions to the OPEB trust fund, which are made to prefund the unfunded actuarial accrued liability of the EUTF, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000. If OPEB trust fund balance is at least $2,000,000,000 then public employer annual contributions of $300,000,000 shall be paid to the Employees' Retirement System to pay down ERS unfunded liabilities. Provides for the use of a portion of transient accommodations tax revenues to supplement deficient county public employer contribution amounts. (HB887 HD1)

SB 150: RELATING TO ELECTIONS.

Requires candidates for president and vice president of the United States to post their most recent income tax return on the Internet at least sixty days prior to and continuing through the date of the general election for free access by the public in order to be included on the state ballot, subject to certain conditions. Prohibits electors from voting for a candidate for president or vice president of the United States unless both candidates have posted their most recent income tax return on the Internet at least sixty days prior to and continuing through the date of the general election for free access by the public, subject to certain conditions. Takes effect on 1/7/2059. (SD1)
