SB 620: RELATING TO TAXATION.

Requires retailers or vendors that are not located in the State and not required to pay or collect general excise or use tax for sales to send certain information to purchasers in the State. Allows the Director of Taxation to require retailers or vendors to submit an annual report to the Department of Taxation. Exempts retailers or vendors who voluntarily collect and pay use tax to the Department of Taxation. Prohibits the Department of Taxation from fining, charging interest on, or penalizing in any way a purchaser who receives notification and does not pay the use tax. Amends the definition of business under Hawaii's general excise tax law. (SB620 HD2)

HB 407: RELATING TO INSURANCE.

Authorizes the issuance of employer-sponsored high deductible health plans, if certain conditions are met. Requires maintenance of health savings accounts in conjunction with high deductible health plans. Specifies that employers and insurers that buy or sell high deductible health plans remain subject to the Prepaid Health Care Act. Effective 7/1/2050. Repeals 6/30/2022. (SD1)

HB 223: RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Allows a landlord or landlord's agent to charge an application screening fee as part of the applicant screening process for renting residential property. Limits the amount that may be charged for an application screening fee. Requires the landlord or agent to return any unauthorized fee amounts to the applicant. Effective 7/1/2050. Repeals 6/30/2020. SB 717: RELATING TO PUBLIC REAL PROPERTY.

Establishes a temporary program to clean up state real property after the departure of persons who have illegally camped or lodged on state real property. Requires the Governor to designate the state executive department responsible for the program. Establishes a temporary sheriff patrol program to enforce laws against illegally camping, trespassing, or being present on state real property. Makes appropriations. (SB717 HD2)

SB 522: RELATING TO HUMAN SERVICES.

Requires Department of Human Services (DHS) registered or licensed child care facilities to: (1) Place any child less than a year old on the child's back to sleep; (2) Discuss the Safe Sleep Policy with the child's parent or legal guardian before the child is enrolled in the facility; (3) Complete training in safe sleep practices; and (4) Report the death of a child, employee, or household member, and any illness or injury received at the facility to DHS within one working day of occurrence. SB 612: RELATING TO AGRICULTURE.

Makes housekeeping amendment to the Livestock Revitalization Program. Appropriates funds to the Department of Agriculture for the feed developer grant program and reimbursements to qualified producers for feed costs. Authorizes GO bonds for the planning, designing, and purchasing of a livestock feed mill. (SB612 HD1)

HB 1471: RELATING TO TAXATION.

Allows transient accommodations brokers to register as a tax collection agent on behalf of all of its operators and plan managers. Requires registered transient accommodations broker tax collection agent's operators and plan managers to obtain a GET license and TAT registration. Requires registered transient accommodations broker tax collection agents to file periodic and annual GET and TAT returns. Requires that each periodic return be accompanied by an electronic cover sheet containing required information. Requires all registered transient accommodations broker tax collection agents to inquire with their operators and plan managers whether the transient accommodation is in compliance with all pertinent state and county land use and tax laws. Requires the operator or plan manager to provide verification of and a statement confirming compliance with state and county land use laws in the form of a written certification, verification, or permit, as applicable, issued by the appropriate county agency. Allocates an unspecified per cent of GET and TAT taxes to the counties contingent upon establishment of a process to provide verification of compliance by an operator or plan manager with county land use laws. Applies to taxable years beginning after December 31, 2017. Effective date 5/22/2050. (SD2)
