HB 1401: RELATING TO ELECTIONS.

Enacts voting by mail uniformly across all counties for all elections commencing in 2020, and allows any election to be conducted by mail prior to the 2020 primary election, in whole or in part, as determined by the chief election officer or county clerk, as appropriate. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2018 through 2023, regarding the implementation of a vote by mail system. Takes effect on 1/1/2020. (SD1)

HB 500: RELATING TO PUBLIC PREKINDERGARTEN PROGRAMS.

Authorizes the Executive Office on Early Learning and State Public Charter School Commission to enter into a memorandum of understanding to administer charter school prekindergarten classrooms. Appropriates moneys to continue funding of public prekindergarten classrooms. Effective 7/1/2051. (SD1)

SB 658: RELATING TO AN AIRPORT CORPORATION.

Authorizes the establishment of the Hawaii Airport Corporation within the Department of Transportation for administrative purposes on July 1, 2018. Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airport Corporation. SB 221: RELATING TO HIGHWAY SAFETY.

Establishes the Photo Red Light Imaging Detector Systems Program (Program). Authorizes counties to administer the Program. Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. HB 1272: RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services delivered via telehealth through a behavioral health care manager who is present in a primary health care provider's office. Takes effect 7/1/2075. (SD1)

HB 1229: RELATING TO PROCUREMENT.

Requires public procurement construction bids to list subcontractors and joint contractors only for contracts with an unspecified total value; provided that bids lacking this list may be accepted if in the State's best interest and the value of the work to be performed by the joint contractor or subcontractor is equal to or less than an unspecified per cent of the total bid amount. SB 1068: RELATING TO PROCUREMENT.

Prohibits the disqualification or rejection of a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions. Requires procurement officers to report any unlicensed activity if a bid is disqualified or rejected because the subcontractor fails to meet certain licensing requirements. (SB1068 HD1)
