SB 988: RELATING TO EXEMPTION FOR AGRICULTURAL BUILDINGS AND STRUCTURES.

Clarifies procedures for an exemption from building permit and building code requirements pursuant to section 46-88, Hawaii Revised Statutes, and clarifies that section 46-88 does not exempt any new or existing agricultural buildings, structures, related appurtenances, or other development from local, state, or federal floodplain management development standards, ordinances, codes, statutes, rules, or regulations pursuant to National Flood Insurance Program requirements. SB 1105: RELATING TO HOUSING.

Allows the terms of collective bargaining agreements and associated provisions to be deemed the prevailing wages and terms serving as the basis of compliance with chapter 104, Hawaii Revised Statutes, for the construction of certain rental housing projects. HB 190: RELATING TO PRIVATE FLIGHT SCHOOLS.

Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements established by the rules of the Department. SB 967: RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public. Establishes requirements for signage notifying trespassers of illegal entry. Amends the offense of criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a prohibition to enter into certain housing projects. (SB967 HD1)

SB 1299: RELATING TO CHARTER TOUR OPERATORS.

Permits charter tour operators to maintain client trust accounts in a federally insured financial institution outside the State; provided that the charter tour operator agrees to allow the Department of Commerce and Consumer Affairs to access the tour operator's financial records related to client trust accounts through the financial institution.
