SB 492: RELATING TO CRIMINAL TRESPASS.

Amends the conditions under which the definition of "enter or remain unlawfully" shall apply with reference to criminal trespass in the second degree. Amends the offense of criminal trespass in the second degree to repeal the definition of "reasonable warning or request" and clarify that a reasonable warning or request by an owner or lessee of the commercial premises, the owner's or lesee's authorized agency, or a police officer may be communicated in writing at any time within a one-year period inclusive of the date the incident occurred with certain exceptions. Takes effect on 1/7/2059. (SD1)

SB 1147: RELATING TO HOUSING.

Requires the strategic plan developed by the Hawaii Interagency Council for Transit-oriented Development to require that every development or redevelopment plan for any state property within one-half mile of the Honolulu rail transit system evaluate the suitability for affordable housing based on certain specifications, unless the council determines that housing is not feasible or desirable on a particular property. Allows a developer to build fewer housing units than required at one state parcel if the developer builds additional housing at another state parcel within one-half mile of a rail station to offset the reduction. HB 499: RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Clarifies the definition of "underserved" or "at-risk" children as it relates to the priority given to these children for the Preschool Open Doors program. Provides that priority among undeserved or at-risk children shall be given to children whose family income is at or below 250 per cent of the federal poverty level. Takes effect 7/1/2051. (SD1)

SB 1306: RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development, and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations, except public-private partnerships entered into by the Hawaii Public Housing Authority. SB 617: RELATING TO RESEARCH AND TECHNOLOGY GRANTS.

Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects. Establishes program guidelines and eligibility criteria for research and technology companies. SB 664: RELATING TO HIGHWAY SAFETY.

Increases fines for persons who commit the offense of driving a motor vehicle at an excessive speed.
