HB 1261: RELATED TO JUDICIAL PROCEEDINGS.

Makes permanent the requirement that decisions in contested case hearings of the Commission on Water Resource Management, Land Use Commission, Public Utilities Commission, Hawaii Community Development Authority, and those involving conservation districts be appealed directly to the Supreme Court, with certain exceptions. Takes effect on June 30, 2019. (SD1)

HB 270: RELATING TO REBUILT VEHICLES.

Defines "flood damage" as it relates to a rebuilt vehicle. Expands the definition of "rebuilt vehicle" to include vehicles that have been rebuilt after sustaining flood damage or material damage to the vehicle's electronics. (SD2)

SB 292: RELATING TO LABOR.

Specifies requirements for contractor or subcontractor payment to all mechanics and laborers employed on a government service contract job site. Permits governmental contracting agencies to withhold accrued payments as necessary to pay mechanics and laborers. Requires that contractors for public works projects maintain and submit weekly certified payroll records to demonstrate compliance with wage and hour requirements. Exempts certain types of contracts. Takes effect on 9/1/2019. (CD1)

SB 972: RELATING TO SHIP REPAIR INDUSTRY.

Establishes the Ship Repair Industry Tax Credit to offset costs incurred to construct and put into service a purpose-built floating drydock at Pearl Harbor for use by the United States Navy. Disallows the Ship Repair Industry Tax Credit after 12/31/2026. Repeals the Capital Infrastructure Tax Credit. Effective 1/1/2020. Applies to taxable years beginning after 12/31/2021. (CD1)

SB 1314: RELATING TO TAX CREDITS.

Amends the research activity tax credit so that references to the base amount in section 41 of the Internal Revenue Code shall not apply, and credit for all qualified research expenses may be taken without regard to the amount of expenses for previous years. Transfers certification duties from the Department of Taxation to the Department of Business, Economic Development, and Tourism, which shall identify to the Legislature taxpayers who apply for the tax credit. Establishes an annual aggregate cap of $5,000,000. Extends the research activity tax credit through 2024. Repeals the research activity tax credit on 12/31/2024. (CD1)

HB 154: RELATING TO SERVICE CONTRACTS.

Beginning 7/1/2020, clarifies the allowable scope of motor vehicle service contracts regulated by the Insurance Commissioner to include contracts for certain motor vehicle repair and replacement services. (SD1)
