SB 1292: RELATING TO THE HILO COMMUNITY ECONOMIC DISTRICT.

Provides for the redevelopment of the Hilo area by establishing the framework, requirements, and conditions for redevelopment districts and specifically designating the Waiakea Peninsula Redevelopment District, appropriates funds for the implementation of the redevelopment district program, and makes conforming amendments to lease restrictions on public lands to facilitate the implementation of redevelopment districts. HB 1308: RELATING TO HOMEOWNERS ASSOCIATIONS.

Requires the Auditor to conduct a study, including a cost analysis, on the necessity and feasibility of establishing an agency within the Department of Commerce and Consumer Affairs to regulate homeowners associations, and to submit a report of its progress to the Legislature prior to the 2018 Regular Session. SB 836: RELATING TO EDUCATION.

Allows the department of education to offer voluntary training for teachers and educational officers on sex trafficking prevention. Requires the department to provide explanatory information about sex trafficking prevention and response to teachers and educational officers.

SB 251: RELATING TO CAMPAIGN FINANCE.

Establishes an exemption from the prohibition against using election campaign funds to make charitable donations or to award scholarships during the period from the filing of nomination papers to the date of the general election, for candidates who are already declared elected to office after running unopposed in an election or who would be unopposed in the general election. Takes effect on 1/7/2059. (SD1)

HB 113: RELATING TO HIGHWAYS.

Exempts vehicles transporting asphalt or other high temperature loads from the requirement that their loads be covered; provided that the physical characteristics of the load are not susceptible to blowing off during transport. (HB113 HD1)

SB 1014: RELATING TO MOTOR VEHICLE INSPECTIONS.

Expands the authority of the Director of Transportation over required motor vehicle and motor carrier vehicle inspections in the State. Upgrades the methods and procedures of state motor vehicle inspections. Clarifies the distinction between the inspection certificate expiration data and the vehicle's insurance expiration date. (SD2)

SB 1282: RELATING TO THE OFFENSE OF ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Establishes that for a second offense that occurs within five years, rather than one year, of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony and allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires the court to immediately order the defendant incarcerated to serve the mandatory sentence imposed for failure to complete the domestic violence intervention program or violation of any other condition of a sentence imposed pursuant to a deferred acceptance of guilty plea or nolo contendere plea. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, convictions, and other dispositions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 6/30/2020. Takes effect on 1/7/2059. (SD1)
