Amends the offense of cruelty to animals in the first degree to include indigenous birds. Amends the offense of cruelty to animals in the second degree to include certain restraints to dogs. (SB700 HD1)
Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Defines "substantial commencement". Effective March 15, 2094. (SD1)
Adds the child support enforcement agency, the departments of taxation, human services, and labor and industrial relations, and the counties, to the list of entities that are authorized to conduct criminal history record checks on employees, prospective employees, and contractors, if applicable, who have access to federal tax information. Assists small business in the state procurement process by establishing a small business assistance initiative. Establishes a small business assistance coordinator position, small business office, and small business advisory group as part of the initiative. Appropriates funds. (SB1059 HD1)
Adopts the Revised Uniform Athlete Agents Act (2015), which: expands the definition of "athlete agent", who shall register with the director of commerce and consumer affairs, to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial advisor or business manager; requires reciprocity for athlete agents who are registered in more than one state; strengthens requirements for athlete agent contracts; and strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled. Provides that the environmental courts shall not have exclusive jurisdiction over any proceedings relating to parking violations under certain administrative rules and laws. (SB1229 HD1)
Requires compliance with the Military Selective Service Act to be eligible for enrollment in a state-supported post-secondary institution, qualify for state financial assistance for post-secondary education, or be eligible for state or county employment or service. Provides exceptions. (SB419 HD1)
Appropriates funds for a post-secondary distance learning center in the Puna district within Hawaii Community College. Requires status report to the Legislature. (SB826 HD1)
Exempts lands that are set aside by the governor to the Hawaii Public Housing Authority and lands to which Hawaii Public Housing Authority holds title from the definition of "public lands" in section 171-2, Hawaii Revised Statutes. (SD1)
In any county where one-third or less of the county's land is classified in the state agricultural district, prohibits: the creation of a condominium property regime on agricultural land 25 acres or greater; a condominium property regime on agricultural land from being amended to allow a single-family dwelling; the subdivision of agricultural land 25 acres or greater for the purpose of creating a condominium property regime; and any project consisting of single-family dwellings created as a condominium under chapter 514B, HRS, or a planned community association under chapter 421J, HRS, in class A or B agricultural lands. Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.
Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit reports on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions.
