SB 892: RELATING TO COVERED OFFENDER REGISTRATION.

Allows the attorney general to disclose confidential covered offender registration information to criminal justice agencies for administration of criminal justice and covered offender registration purposes and to disclose an indication of a covered offender's current obligation to register, if any, in response to a fingerprint-based state and national criminal history record check conducted pursuant to section 846-2.7, Hawaii Revised Statutes. HB 795: RELATING TO CARBON FORESTRY CERTIFICATION.

Appropriates funds for certification of a reforestation carbon project at Haleakala, Maui, operated by DLNR, under an established forest carbon standard certification system. Requires DLNR to submit an annual report on the project certification to the legislature. (HB795 HD1)

SB 1036: RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. Takes effect on 1/7/2059. (SD2)

SB 955: RELATING TO HOMELAND SECURITY.

Establishes the Hawaii State Fusion Center (Center) as a program under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director who shall be state-funded, responsible to the Director of Homeland Security, and accountable to manage the operations of the Center. SB 1263: RELATING TO REAL ESTATE.

Requires principal brokers in a brokerage firm to ensure that: associated real estate licensees and other staff who assist in providing management services for common interest communities are responsive to requests from owners regarding association-related finances, documents, records, and information; and any request from the real estate commission to distribute commission-generated information, materials, or documents to an association, a board of directors, or a unit owner in a common interest community is completed within ten days after receiving the request. Clarifies that any violation of a mandatory provision of the State's condominium law by a board or its officers and members is a per se violation of the board's fiduciary duty. Provides safe harbor for a board member who votes for compliance during a board meeting. (SD1)

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. (SB1162 HD1)

SB 378: RELATING TO CONDOMINIUM PROPERTY REGIMES.

Requires the department of commerce and consumer affairs to include a link on the real estate branch's condominium registration and education website to an educational video program produced by the Hawaii Council of Community Associations. Requires a disclaimer that specifies the video program is not produced by the State but is produced as a public service by a private nonprofit advocacy group as a public service to help educate condominium owners, condominium residents, and association board members. SB 593: RELATING TO ANIMALS.

Requires research facilities to make available for adoption healthy cats and dogs that the research facility determines are suitable for adoption and are no longer needed for research. Authorizes research facilities to contract with local animal rescue organizations to facilitate the adoption of the cats and dogs. (SD1)
