SB 312: RELATING TO OPEN GOVERNMENT.

Until 7/8/2019, requires certain boards to make board packets available for public inspection and provide notice, upon request, of the availability of board packets. Requires boards to allow oral testimony to be presented on agenda items separately and at the time the item is first brought up for discussion at the meeting. Adds emergency meetings to the public meeting notice requirements. Allows the electronic mailing of meeting notices; requires the posting of the notice on the State's or appropriate county's electronic calendar; and clarifies posting requirements and potential posting disputes. Establishes a board packet working group to develop board packet disclosure requirements. Takes effect on 1/7/2059. (SD2)

HB 146: RELATING TO CONFORMITY OF THE INCOME TAX LAW TO THE FEDERAL INTERNAL REVENUE CODE.

SB 104: RELATING TO CONDOMINIUM GOVERNING INSTRUMENTS.

SB 674: RELATING TO CRIMINAL PROCEDURE.

Creates procedural and administrative requirements for law enforcement agencies for eyewitness identifications of suspects in criminal investigations. SB 667: RELATING TO MORTGAGE SERVICERS.

Requires mortgage servicer licensees to establish an education program that includes development of internal policies, procedures, and controls and a continuing education program for its employees. Defines "nonprofit organization" and lowers the application fee and renewal license fee for nonprofit corporations under the State's mortgage servicer law. Effective 7/1/2050. (SD1)

SB 1100: RELATING TO RECORDS MANAGEMENT.

Requires the department of education to set a standard for retention of student records, including in electronic format, of not less than one hundred years. Allows the department of education to partner with the Hawaii correctional industries program to establish a three-year student records modernization pilot project. (SB1100 HD1)

HB 491: RELATING TO SIDEWALKS.

Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.

SB 462: RELATING TO ELECTION DOCUMENTS.
