HB 201: RELATING TO INVASIVE SPECIES.

Clarifies that a state department that is a member of the invasive species council, counties, and its employees and authorized agents, have authority to enter private property to control and eradicate invasive species when there is a reasonable suspicion that invasive species are present on the property. HB 89: RELATING TO FIREWORKS.

Establishes liability for a person who is responsible for real property and allows an individual to possess or set off illegal aerial devices on the real property. Establishes criminal penalties. Clarifies that probable cause for arrest for fireworks offenses may be based on statements from witnesses and photographs, video, and other recordings. (HB89 CD1)

SB 536: RELATING TO PRESCRIPTIONS.

Clarifies that existing law intended to curb over-access to and abuse of opioids, including the time frame for filling prescriptions, supply limitations, and requirements to check the state electronic prescription accountability system and execute an informed consent process, do not apply to qualified patients who are prescribed or issued prescriptions pursuant to the State's Our Care, Our Choice Act. HB 812: RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Includes low-speed electric bicycles in the definition of bicycle. Prohibits anyone under the age of fifteen from operating a low-speed electric bicycle. Imposes registration fee. (HB812 CD1)

HB 756: RELATING TO TRANSPORTATION.

Requires the DOT, after consultation with the counties, to adopt rules prescribing uniform standards and specifications for all official traffic control devices placed pursuant to the Statewide Traffic Code. Specifies the factors the DOT and the counties must take into account when setting maximum speed limits on a road. (HB756 CD1)

SB 723: RELATING TO THE UNIFORM PARENTAGE ACT.

Requires the Judiciary to post the titles of all filings and all minutes in paternity cases to the Judiciary's website after redacting any information in which an individual has a significant privacy interest, subject to certain circumstances. Establishes the same confidentiality standards for paternity cases as other custody and support cases heard by the family court. Effective 1/1/2021. (CD1)

SB 19: RELATING TO SURPLUS LINES.

Amends the calculation of surplus lines insurance premium tax to tax the entirety of the premium using the rate established by Hawaii statute regardless of location of risk. (SB19 HD1)
