Makes establishment of the kupuna care program mandatory, subject to available funds. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program. Establishes a new chapter to regulate the use of unmanned aerial vehicles. Establishes prohibited uses of unmanned aerial vehicles for individuals, law enforcement agencies, and public agencies. Provides certain exceptions for the use of unmanned aerial vehicles. Makes certain uses of an unmanned aerial vehicle a petty misdemeanor and misdemeanor and Class C felony for a second of subsequent violations. Establishes a task force. (HB314 HD1)
Requires the department of agriculture to establish a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds. (SD1)
Part I: Establishes a three-year Homeless Employment Pilot Program that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Labor and Industrial Relations to submit a report to the Legislature prior to the 2018 Regular Session on implementing the program. Appropriates funds to establish the pilot program. Part II: Requires the auditor to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness. Requires the auditor to submit a report to the legislature. Makes an appropriation. Part III: Requires the department of human services, in collaboration with the department of health, to review the progress of the Hawaii pathways project pilot and continue to pursue efforts to utilize medicaid to provide supportive housing services for chronically homeless individuals. Provides considerations for the department in planning for the expansion of supportive housing services provided through medicaid managed care plans. Requires the department to report to the legislature. Makes an appropriation. Takes effect 7/1/2075. (SD1)
Repeals Section 325-15, Hawaii Revised Statutes, which requires United States citizens or nationals to submit a medical examination report to the Department of Health within sixty days of returning to the State under certain conditions.
Makes an appropriation for the concussion monitoring and educational program for school athletics, concussion and awareness program for youth athletic activities, and administration of a concussion and awareness program for youth athletics. (SB720 HD1)
Authorizes the issuance of a citation for specific violations of beauty culture laws by licensees and permittees. Sets forth a process for licensees and permittees to contest the citation and provides for the assessment of fines for each violation. (SD1)
Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including: preserving the individual health insurance mandate for taxpayers; preserving the premium tax credit for individuals and families with low or moderate income; requiring all health insurance entities, including health benefits plans under chapter 87A, HRS, to include ten essential health care benefits, plus additional contraception and breastfeeding coverage benefits; extending dependent coverage for adult children until the children turn twenty-six years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; prohibiting health insurance entities from using an individual's gender to determine premiums or contributions; and prohibiting health insurance entitles from discriminating with respect to participation against a health care provider acting within the scope of that provider's license or certification. Effective 7/1/2050. Individual mandate requirement repeals 6/30/2021. (SD2)
