Requires sellers of electronic smoking devices or eliquid to obtain a retail tobacco permit or dealer or wholesale license. SB 27: MAKING AN APPROPRIATION TO RESTORE BASIC ADULT DENTAL BENEFITS TO MEDICAID ENROLLEES.

Appropriates funds to the Department of Human Services (DHS) to restore basic adult dental benefits to Medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure. (SB27 HD1)

SB 954: RELATING TO HEALTH INSURANCE.

Makes various updates to title 24, Hawaii Revised Statutes, including: requiring health care providers to continue providing services during a health insurer insolvency; moving the short-term health insurance preexisting disclosure requirement to a more appropriate article; correcting a technical error in the definition of "perceived gender identity"; clarifying that health insurers are part of the Hawaii life and disability insurance guaranty association; and making housekeeping amendments. HB 1543: RELATING TO ENERGY TRAINING.

Requires the University of Hawaii community colleges to establish energy systems and technology training courses for county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Requires the establishment of a committee of industry stakeholders to collaborate with the University of Hawaii community colleges in developing appropriate training courses. Requires the University of Hawaii community colleges to submit a report to the legislature detailing its progress prior to the convening of the regular session of 2019. Appropriates funds. SB 401: RELATING TO NURSING.

Allows advanced practice registered nurses with a psychiatric specialization to offer care and services to patients in assisted community treatment programs similar to care and services offered by physicians and other health care service providers. Allows advanced practice registered nurses with a psychiatric specialization to be considered a licensed mental health professional authorized to provide mental health treatment or counseling services to minors. HB 377: RELATING TO WORKERS' COMPENSATION.

Requires building permit applicants to provide to the county a certificate of liability insurance issued by a workers' compensation insurance carrier or a self-insurance authorization, or a signed declaration verifying an exemption from coverage, for the applicants and their subcontractors as a prerequisite for the issuance of any building permit. Requires building permit holders to file a signed declaration verifying workers' compensation coverage, self-insurance authorization, or exemption from coverage or insurance requirements for any subcontractor hired after issuance of the permit. Requires coordinated communication between county building permitting agencies and the Director of Labor and Industrial Relations to ensure compliance. Takes effect on 7/1/2050. (SD1)
