SB 388: RELATING TO EDUCATION.

Requires DOE to establish a task force to create a system for evaluating and assessing all children and those who are exhibiting emergent or persistent behaviors, academic challenges, or chronic absenteeism and are in need of appropriate supports and interventions accessible within the continuum of a multi-tiered system of supports. SB 1303: RELATING TO PUBLIC LANDS.

Part I: Allows the Department of Education to lease public school lands for a term of not more than ninety-nine years per lease. Part II: Amends Act 206, Session Laws of Hawaii 2017, to allow the City and County of Honolulu to transfer lands under existing Department of Education facilities directly to the Department of Education, rather than through the Department of Land and Natural Resources. Part III: Excludes lands set aside by the Governor to the Hawaii Public Housing Authority and lands to which Hawaii Public Housing Authority holds title from the definition of public lands in section 1712, Hawaii Revised Statutes. Requires prior legislative approval for the sale of lands to which the Hawaii Public Housing Authority holds title. (CD1)

HB 1433: RELATING TO ADDRESS CONFIDENTIALITY.

SB 381: RELATING TO AGRICULTURAL LANDS.

Directs the Office of Planning, Land Use Commission, Real Estate Commission, and Honolulu Department of Planning and Permitting to study land subdivision and condominium property regime laws related to agricultural land and report findings and recommendations to the Legislature. Requires the counties to adopt supplemental rules on condominium property regimes, including those that involve agricultural lands. (CD1)

SB 551: RELATING TO CONDOMINIUMS.

Requires associations to offer mediation with a notice of default and intention to foreclose. Clarifies that the explicit grant of power of sale to associations is not required for the purposes of enforcing association liens under the association alternate power of sale foreclosure process. Applies retroactively to pending matters that arose prior to the effective date. (CD1)

SB 1498: RELATING TO THE HAWAII LABOR RELATIONS BOARD.

Requires the Hawaii Labor Relations Board to determine qualifications for grievance arbitrators. Requires the Hawaii Labor Relations Board to resolve the disputes over the qualifications and criteria for potential arbitrators selected under certain circumstances to resolve collective bargaining impasses.
