SB 2650: RELATING TO MOVIE THEATERS.

Makes permanent the requirement for certain motion picture theater owners and operators to provide open movie captioning for at least two showings per week, one of which has a scheduled start time no earlier than 4:30 p.m. Repeals the requirement to provide an option of personal closed captioning screenings by means of lightweight eyewear. HB 2540: RELATING TO CESSPOOLS.

Authorizes the Department of Health to coordinate with each county water department to establish a low interest loan program for the upgrade or conversion of cesspools in each county to septic systems, aerobic treatment unit systems, for connection to an existing sewer system, or other wastewater treatment system approved by the Department. HB 2653: RELATING TO SPECIAL SHORELINE ENCROACHMENT EASEMENTS.

Authorizes the board of land and natural resources to provide qualified coastal landowners, who have privately owned structures situated on previously private land that has become submerged public land due to erosion and sea level rise, with short duration term easements at values determined by the board to enable these landowners to consider alternatives to ultimately relocate these private structures landward of the shoreline setback line. SB 2549: RELATING TO LIQUOR LICENSES.

Requires the liquor commission to reduce submission requirements for the issuance of temporary licenses for the sale of liquor for a period not to exceed one day for fundraising events by nonprofit organizations. Permits nonprofit organizations that have been issued a temporary liquor license for a fundraising event the ability to auction off, at a live or silent auction, liquor in sealed or covered containers or services that provide liquor. Removes, from the list of factors the liquor commission may consider when deciding on a previously denied, refused, or withdrawn liquor license application, language that allows any other considerations deemed by the liquor commission to affect the application, issuance, or exercise of a liquor license. SB 2183: RELATING TO FIREWORKS.

Specifies requirements for fireworks shippers. Authorizes the use, by permit, of fireworks for film and movie productions. Authorizes the testing, disposal, and destruction of illegal and unwanted fireworks by appropriate county authorities. Corrects labeling dimensions with regard to display fireworks. SB 101: RELATING TO STATE FUNDS.

SB 2786: RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public and amends criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a written prohibition to enter into the subject housing projects.
