Requires that real estate investment trusts file returns reporting their shareholders' pro rata shares of net income and net income attributable to this State. Provides for composite returns and requires withholding for those shareholders who do not agree to file returns or pay tax on their pro rata share of net income attributable to this State. SB 2968: RELATING TO TAXATION.

Requires a person authorized to collect rent on behalf of the nonresident owner of real property located in the State to withhold the general excise tax due on rents collected. Requires nonresident owners who receive rents attributable to real property located in the State to enter into a rent collection agreement. Applies to taxable years beginning after 12/31/2018. (SD1)

SB 2604: RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires the Legislative Reference Bureau to develop a spreadsheet informing members of the legislature on the status and content of all reports to be submitted to the legislature as required by law or requested by legislative concurrent resolution. Requires the Legislative Reference Bureau to inform the legislature of all annual and other reports required by law to be submitted to the legislature or requested by legislative concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the legislature to the Legislative Reference Bureau. (SD2)

Requires the Department of Agriculture, in coordination with the Office of Planning and the Department of Land and Natural Resources, to prepare and periodically update a functional plan for seafood sustainability that expands the State's priority on food by including wild seafood as a viable food source. Prohibits prospective employers from requesting or considering a job applicant's wage or salary history as part of an employment application process or compensation offer.
