SB 976: RELATING TO PUBLIC LIBRARIES.

Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the Board of Education to report to the Legislature. Appropriates funds for a comprehensive planning study. (CD2)

HB 1383: RELATING TO MARIJUANA.

Provides for the expungement of criminal records pertaining solely to the possession of three grams or less of marijuana. Decriminalizes the possession of three grams or less of marijuana and establishes that the possession is a violation punishable by a monetary fine of $130. Establishes a marijuana evaluation task force to make recommendations on changing marijuana use penalties and outcomes in the State. (HB1383 CD1)

SB 33: RELATING TO ECONOMIC DEVELOPMENT.

Increases the annual rolling cap for the Motion Picture, Digital Media, and Film Production Income Tax Credit. Requires the University of Hawaii, West Oahu campus and HTDC to execute a memorandum of understanding that commits the parties to enter into a no-cost lease agreement for at least 60 years that includes a provision for the transfer of title within 6 years to a certain parcel of land from the University of Hawaii, West Oahu campus to HTDC. SB 78: RELATING TO EDUCATION.

Establishes the Executive Office on Early Learning (EOEL) as the administrative authority for state-funded prekindergarten programs, and private partnership-funded prekindergarten programs in the public schools, except for special education and Title I-funded prekindergarten programs. Transfers prekindergarten programs in DOE and charter schools, except for special education and Title I-funded prekindergarten programs, to EOEL. Clarifies the role and responsibilities of EOEL in the public prekindergarten program. Requires DOE to adhere to certain quality standards and work with EOEL. Makes appropriations. (SB78 HD2)

SB 383: RELATING TO YOUTH SUICIDE PREVENTION.

Requires DOE to establish a mandatory youth suicide awareness and prevention training program and model risk referral protocol, based on existing materials created by DOH, for all public schools, including charter schools. Requires charter schools to provide the training program and risk referral protocol to all school personnel who work directly with students in department schools and charter schools, respectively. HB 622: RELATING TO PUBLIC CHARTER SCHOOLS.

Requires charter schools to provide to their authorizers full access to their fiscal and accounting books, documents, and files. Requires authorizers to select three independent auditors, from which the charter school will select one independent auditor. Prohibits individuals from serving as Charter School Commission members if the individual was affiliated with a charter school within one year preceding appointment. (HB622 CD1)

SB 817: RELATING TO SELF-SERVICE STORAGE.

Establishes regulations for the sale of stored property insurance by self-service storage facility owners. Requires owners to hold a limited lines license to sell, solicit, or offer coverage under a stored property insurance policy. Effective 1/1/2020. (CD1)
