SB 2569: RELATING TO PESTICIDES.

Expands the membership of the pesticide advisory committee to include a representative from the Department of Education, each county mayors' office, Hawaii Farmers Union United, a medical expert, and a non-governmental organization scientist. Expands the duties of the pesticide advisory committee to include establishment of state standards for chronicity, recommendation to the legislature of specific changes to the State's pesticide laws and regulations, expansion of the good neighbor program, and establishment of a comprehensive buffer zone policy for the State. Effective 7/1/2050. (SD1)

HB 1687: RELATING TO PUBLICATION OF ELECTION NOTICES.

Allows an election officer who is required to issue a public notice in a statewide or county publication to satisfy the publication requirement by submitting the notice to the publication and conspicuously posting the notice on the website associated with the election officer. (HB1687 HD1)

SB 36: RELATING TO CONSUMER PROTECTION.

Requires the department of commerce and consumer affairs to regulate all channel designations and relocation of public, educational, and governmental access channels unless expressly prohibited by federal law. Allows cable operators to relocate or change the designation of public, educational, and governmental access channels only under certain conditions. (SD2)

HB 2143: RELATING TO BEHAVIOR ANALYSIS SERVICES.

Clarifies the scope of practice of behavior analysis. Clarifies who may provide behavior analysis and applied behavior analysis services regardless of licensure status, including licensed individuals working within an overlapping scope of practice, individuals supervised by a licensed professional of an overlapping scope of practice, and caregivers. SB 2832: RELATING TO ENERGY AT THE UNIVERSITY OF HAWAII.

Allows funds appropriated by the Legislature to be deposited into the University of Hawaii Green Special Fund and clarifies the authority to expend funds and the scope of projects that can be funded. Effective 7/1/2050. (SD2)

SB 2059: RELATING TO PUBLIC ACCOUNTANCY.

Specifies who may be granted a temporary permit to practice public accountancy. Specifies the requirements that must be met prior to obtaining a temporary permit to practice. Requires a person to obtain a temporary permit to practice from the board of public accountancy prior to commencing public accountancy services in Hawaii. Specifies a time frame for the temporary permit to practice. Requires persons granted a temporary permit to practice to consent to and certify various obligations, including being under the authority of the board of public accountancy and paying all applicable taxes to the State. Makes conforming amendments to the laws relating to public accountancy. Takes effect on 1/1/2019. (SD1)
