SB 1068: RELATING TO PROCUREMENT.

Prohibits the disqualification or rejection of a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions. Requires procurement officers to report any unlicensed activity if a bid is disqualified or rejected because the subcontractor fails to meet certain licensing requirements. (SB1068 HD1)

HB 625: RELATING TO INFRASTRUCTURE.

Establishes a collocation permitting, application, review and approval process for telecommunications companies proposing to install broadband infrastructure on solely state-owned or solely county-owned utility poles or light standards. Establishes the siting process. Takes effect on 5/22/2050. Applies to permit applications filed with the State or county after 1/1/2019. (SD2)

SB 2820: MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY.

Makes an emergency appropriation to provide moneys for the Department of Public Safety to temporary house 248 inmates at a non-state facility for an additional 6 months, during performance of capital improvements to the Halawa Correctional Facility, under Department of Accounting and General Services job number 12-27-5644, security electronics and hardware repairs and improvements. SB 776: RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the authority and relevant interagency invasive species projects. (SB776 HD1)

SB 620: RELATING TO TAXATION.

Requires retailers or vendors that are not located in the State and not required to pay or collect general excise or use tax for sales to send certain information to purchasers in the State. Allows the Director of Taxation to require retailers or vendors to submit an annual report to the Department of Taxation. Exempts retailers or vendors who voluntarily collect and pay use tax to the Department of Taxation. Prohibits the Department of Taxation from fining, charging interest on, or penalizing in any way a purchaser who receives notification and does not pay the use tax. Amends the definition of business under Hawaii's general excise tax law. (SB620 HD2)
