Allows the contractors license board and real estate commission to adjust recovery fund and education fund fees to maintain a reasonable relation between the fees generated and the cost of services rendered by the funds. Caps the funds at amounts determined biennially by the contractors license board and real estate commission. Applies retroactively to 7/1/2020. Amends the Supplemental Appropriations Act of 2020, Supplemental Improvements Act of 2020, Judiciary Supplemental Appropriations Act of 2020, and other measures affecting the fiscal biennium beginning 7/1/2019, and ending 6/30/2021. Appropriates funds designated for the State by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to: provide assistance to renters and homeowners; purchase and distribute personal protective equipment to hospitals, childcare facilities, elderly care facilities, businesses, non-profits, and schools; improve airport screening and health assurance security initiatives; support retraining and workforce development programs; provide grants to support the development of a supply chain for cleaning supplies and personal protective equipment; provide food assistance to families in need; support the commercial fishing industry; support public high school seniors who were adversely affected by school closures; and provide additional weekly unemployment benefits to eligible recipients; and other eligible programs as determined by the Governor. Transfers funds from the emergency and budget reserve fund into the general fund. Provides the Governor the option of using funds available in the Hawaii hurricane relief fund. (SB126 CD1)
Appropriates funds designated for the State by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to the counties of Hawaii, Maui, and Kauai; the departments of Defense, Labor and Industrial Relations, and Human Services; and the Office of the Governor for the public health response to the coronavirus disease 2019, or COVID-19, outbreak. Transfers remaining CARES Act funding to the emergency and budget reserve fund. Authorizes the issuance of instruments of indebtedness for the purpose of municipal liquidity facility under section 13(3) of the Federal Reserve Act. Appropriates funds designated for the State by the Paycheck Protection Program and Health Care Enhancement Act to the departments of Transportation and Health for testing, contact tracing, thermal screening, and other efforts. Defers further implementation of the executive and judicial branch salary increases that are scheduled for July 1, 2020, as well as planned raises for members of the legislature scheduled for January 1, 2021. (SD1)
Authorizes issuance of general obligation bonds. Authorizes issuance of instruments of indebtedness in an amount that may be necessary to finance any permitted purpose under the House Bill No. 2200, H.D. 1, S.D. 1 and section 13(3) of the Federal Reserve Act.
