HB 206: RELATING TO ENHANCED 911 SERVICES.

Establishes a prepaid wireless E911 surcharge of 1.5 per cent of prepaid wireless service purchased at the point of sale. Allows sellers to deduct and retain 3 per cent of the surcharges collected to offset administrative expenses, but requires sellers to remit the balance of surcharges collected to the Enhanced 911 fund on a specified periodic basis. HB 1499: RELATING TO CONDOMINIUM ASSOCIATIONS.

Parts I through IV: clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condominium unit owner and association reach a payment plan to resolve a nonjudicial foreclosure; establishes procedures that provide condominium owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment; and makes conforming amendments. Part V: expands the scope of the condominium education trust fund to cover voluntary binding arbitration between interested parties; amends the conditions that mandate mediation and exceptions to mandatory mediation. SB 522: RELATING TO HUMAN SERVICES.

Requires Department of Human Services (DHS) registered or licensed child care facilities to: (1) Place any child less than a year old on the child's back to sleep; (2) Discuss the Safe Sleep Policy with the child's parent or legal guardian before the child is enrolled in the facility; (3) Complete training in safe sleep practices; and (4) Report the death of a child, employee, or household member, and any illness or injury received at the facility to DHS within one working day of occurrence. HB 1580: RELATING TO ENERGY.

Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii's goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation by 2045. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks. Amends the definition of electric vehicle to include fuel cell electric vehicles. Effective 7/1/2050. (SD2)
